Overview
We are seeking a dedicated and compassionate Assessor to join our team. The assessor supervises the activities of the Assessor's Office in order to ensure the proper administration of the County public tax program. Responsible for the appraisal, valuation, listing and assessment administration of all real property in the County except that under state jurisdiction. The Assessor maintains efficiency, productivity and cost-effectiveness of department operations. The Assessor reviews work of subordinates for completeness and accuracy. The Assessor reports to the County Administrator.
Duties
- Directs and oversees the operation of the Assessor's Office
- Supervises appraisers and clerical staff
- Ensures adherence to all codes, standards, laws, regulations, etc. that pertain to the department.
- Performs such supervisory duties as instructing, assigning work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, selecting new employees, and recommending and approving transfers, promotions, salary increases, disciplinary action and discharges as appropriate.
- Prepares various documents and reports related to personnel.
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
- Responsible for the appraisal, valuation, listing and assessment administration of all real property in the County except that under state jurisdiction. Classifies individual properties for tax purposes. Conducts field appraisals; measures buildings, land, and draws scaled renditions of properties and improvements.
- Participate in ongoing training and professional development to enhance skills related to State Certified General Real Estate Appraiser practices.
Qualifications
- Bachelor’s degree in business or related field, State Certified General Real Estate Appraiser and at least five years’ experience in property appraisal; or equivalent combination of education and experience.
- Thorough knowledge of real estate appraisal principles, techniques, and procedures.
- Experience in supervision of department staff.
- Ad Valorem appraisal experience which includes developing a statistical model for residential properties in compliance with South Carolina Laws and Regulations.
- Experience with computer assisted mass appraisal systems (CAMA).
- Knowledge of South Carolina property tax laws, and regulations that pertain to the Assessor’s Office.
- Understanding of Act 388
