Incumbent serves as Animal Control Officer for the Bartholomew County Animal Control Division, responsible for enforcing Bartholomew County animal control ordinances and assisting with daily operations.

DUTIES:

Assists with responding to domestic animal complaints from County residents, including traveling to complaint sites, providing information and assistance to owners, capturing vicious and stray animals, rescuing abandoned/injured/trapped animals, and/or transporting animals to appropriate shelters or veterinary clinics.

Assists with investigating ordinance violations as needed, including locating owners of abandoned animals, visiting residences to verify inhumane treatments and conditions, and assisting law enforcement personnel with gathering and preparing information for prosecution.

Responds to calls from law enforcement personnel regarding animals from owners who have been arrested, in accidents, or other emergency situations; retrieves and transports animals to appropriate shelter.

Responds to calls concerning animal bites, including verifying bites, notifying Health Department personnel, explaining quarantine procedures to animal owners, verifying quarantine status of animals, and taking corrective action when needed, such as impounding animals.

Responds to calls concerning animals running in packs and sentry dogs, and contacts owners and/or captures and transports animals as appropriate.

Ensures proper maintenance of assigned vehicle, including conducting routine fluid checks, arranging for service and repairs, and cleaning and sanitizing vehicle weekly.

Performs related duties as assigned.

JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED.

Practical knowledge of standard animal control policies and practices, and ability to effectively restrain, capture, transport, and care for animals accordingly, and resolve conflicts concerning animal-related problems and complaints.

Working knowledge of animal control ordinances and related legal requirements, and ability to respond to violations, collect and prepare evidence, and take authoritative actions as appropriate.

Working knowledge of standard English grammar, spelling, and punctuation with ability to prepare and complete all required repots within department deadlines.

Working knowledge of radio frequencies, codes, procedures, and limitations with ability to speak clearly and distinctly, hear and be understood when communicating in person, by radio, or by telephone.

Working knowledge of community geography.

Ability to perform essential functions of the position without posing a direct threat to the health and safety of self and other individuals in the workplace.

Ability to properly operate and maintain all assigned vehicles, equipment, and uniforms.

Ability to properly operate a variety of equipment including cameras, radios, vehicles, binoculars, cages, traps, catch poles, stretchers, and other equipment as needed.

Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements, and to properly maintain case documentation and evidence and prepare activity and statistical reports as required.

Ability to effectively communicate orally and in writing with co-workers, other County departments, personnel from other government and law enforcement agencies, other animal control organizations such as Humane Societies, rescue groups, and members of the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to obey all written and oral orders and directives from department superiors.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work under time pressure and apply knowledge of people and locations.

Possession of a valid driver's license and a demonstrated safe driving record.

RESPONSIBILITY:

Incumbent performs a wide range of duties according to accepted practices and procedures of the Department and local ordinances. Assignments are guided by definite objectives using a variety of methods or procedures. Incumbent plans and arranges own work and only refers to supervisor for unusual matters, such as policy interpretations. Errors in decision or work may be detected or prevented through prior instructions from supervisor and legally defined procedures. Undetected errors could result in damage to equipment and/or endangerment to self and others.

PERSONAL WORK RELATIONSHIPS:

Incumbent maintains communication co-workers, other County departments, personnel from other government and law enforcement agencies, other animal control organizations such as Humane Societies, rescue groups, and members of the public for purposes of resolving animal complaints and conflicts, collecting and transporting animals, and enforcing related ordinances.

Incumbent reports directly to the Animal Control Officer.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs a majority of duties in the field and in vehicles, involving sitting/walking at will, sitting/standing/walking for long periods, walking on uneven terrain, climbing over obstacles, lifting/carrying objects weighing less than 50 pounds, handling/grasping objects, bending, reaching, crouching, kneeling, close vision, depth perception, hearings sounds/communication, speaking clearly, and driving. Incumbent may be exposed to extreme temperatures and wet/icy surroundings. Safety precautions must be followed at all times to prevent injury to self and others, including wearing protective clothing and equipment.
