Position: Geographic Information System (GIS) Technician

Department: Engineering

Reports Directly to: Engineering Services Supervisor

Directs : Assigned Personnel, as directed

FLSA Status: Non-Exempt

Position Summary:

Under direct supervision, this position is responsible for assisting the Engineering staff with the development and maintenance of the GIS database for Bartlett Electric Cooperative, Inc.

This position is also responsible for converting staking designs, civil plans and land base records into geospatial format in GIS for infrastructure construction projects, performing quality assurance and quality control, and producing related maps, reports and queries.

The GIS Technician is tasked with accurately creating, collecting, reviewing, analyzing, and validating Cooperative asset data within GIS and/or other asset information databases and applications.

Essential Functions of Position:

1. Position involves a combination of indoor and outdoor activities. The GIS Technician must be comfortable working outside independently in challenging weather conditions. Challenging weather conditions include exposure to heat, high humidity, cold, wind, fog, rain, lightning, hail, sleet, snow, and ice for extended periods of time. This involves travel within the BEC Service Territory and to other locations, as required.

2. Observes safety rules and practices and recommends to fellow workers the use and practice of the same.

3. Must possess and maintain the ability to:

· Work as a cooperative member of a team.

· Interact in a professional and courteous manner with co-workers and members.

· Successfully work within deadlines and time constraints.

4. Coordinates with the Engineering Services Supervisor and/or Chief Engineering Officer, as required, to ensure that deadlines are met for assigned projects.

5. Must be able to accurately perform field data collection, as needed, using a mobile GIS or GPS unit.

6. Assists Engineering staff in researching and recommending new methods, equipment or programs to improve task completion.

7. Assists in the development and maintenance of the Geographic Information System (GIS) database to ensure data integrity and security.

8. Assists in providing necessary GIS data, drawings and assistance as required by other BEC employees, outside contractors, utilities, land developers, etc.

9. Possesses knowledge of, or the ability to learn and understand, power distribution systems and components analysis.

10. Correctly interprets survey data, civil plans, easement metes and bounds, and deed information.

11. Possesses ability to learn and retain working knowledge of staking sheets, GPS units, NISC customer information system software, NISC outage management system, and online web maps.

12. Inspects and maintains all vehicles, tools and equipment in accordance with BEC policies and procedures.

13. Acquires, maintains and returns material in accordance with BEC policies, procedures and inventory control procedures.

14. Possesses ability to learn and retain working knowledge of Electric Utility Construction Specifications (RUS-preferred), NEC, NESC, federal, state, and local codes and regulations.

15. Possesses ability to learn and retain working knowledge of BEC’s work order processing procedures.

16. Possesses ability to learn and retain working knowledge of power system components, functions, ratings, and limitations.

17. Complies with all BEC policies and procedures, RUS specifications, NEC, NESC, and federal, state, and local regulations and codes.

18. Accurately and legibly completes all documentation in accordance with BEC policies and procedures.

19. Operates all BEC equipment in accordance with BEC policies and procedures, safety rules, manufacturer guidelines and regulations and/or codes.

Equipment Used:

Organizational vehicles, two-way radios, transit, GPS, rangefinder, desktop computer, iPads, printer, copier, fax machine, multi-functional phone system, and shredder.

Other Important Duties:

1. Represents BEC by attending schools/seminars/meetings for improvement of job knowledge and skills, when requested.

2. Continually explores new ideas to enhance job performance, efficiency, productivity, and work relations. Communicates the ideas to the Engineering Services Supervisor, Chief Engineering Officer or designee.

3. Performs other duties as may be assigned by Engineering Services Supervisor, Chief Engineering Officer or designee.

4. Storm Restoration Assistance – Assists Operations Department in restoration activities, when appropriate. This assistance, pairing of personnel and assigned activities are coordinated through the Chief Operations Officer, Operations Supervisor and/or assigned Operations personnel and will continue until such personnel determines that Storm Restoration Assistance is no longer needed.

Assignments are performed in pairs with another assigned person as determined by the Chief Operations Officer, Operations Supervisor and/or assigned Operations personnel. All current BEC safety practices and procedures are followed, and proper personal protective equipment is used. Possible assignments during this time will be limited and may include the following:

· Food delivery to field personnel

· Material delivery to field personnel

· Patrolling and conducting Damage Assessment of BEC system and affected locations

· Refusing affected transformers*

· Refusing affected laterals*

*Refusing will only be accomplished with an approved Extendo stick and will only be initiated (1) after a thorough inspection of the affected device and/or circuit has been conducted; and (2) after securing approval from the BEC Dispatcher using established BEC communications protocols.

Experience, Training, Knowledge, Skills, and Abilities:

· Ability to travel intra/inter-state, as necessary, for training purposes, meetings, or to provide assistance to other electric cooperatives, as required.

  • Must pass a Department of Transportation or general physical as required.
  • Must pass required and random drug tests.
  • Ability to move about and within an office building and on various terrain.
  • Ability to lift and/or move equipment and tools weighing up to 25 pounds without assistance and in excess of 25 pounds with assistance, frequently carrying such weight over rough terrain on a regular and recurring basis.
  • Ability to frequently stand and/or walk and sit for extended periods of time.
  • Ability to perform manual and detailed hand work using both hands, sometimes repetitively, climb and balance, squat, stoop, crouch or kneel, push, and pull.
  • Ability to bend at neck, waist, legs, and arms, reach above shoulder-level, twist body, and change positions at will.
  • Ability to speak and hear clearly to communicate over loud background noise.
  • Vision ability that meets the minimum requirements to acquire and maintain a Texas Driver’s license, with or without corrective lenses.
  • Ability to communicate effectively and efficiently, both orally and in writing, with a diverse group of people and personalities. Requires a high degree of interpersonal skills.
  • Ability to be tactful and get along with diverse groups of people and personalities. Capable of conveying a positive and professional image.
  • Ability to prioritize and manage multiple tasks, even simultaneously, as well as coordinate projects with other employees working to consistently meet deadlines and budgets.
  • Ability to listen to and read instructions and other paperwork.
  • Ability to use standard software applications such as Microsoft Windows, Word, Excel, PowerPoint, and VISIO.
  • Ability to use judgment and reasoning skills to perform the Essential Functions of the Position.
  • Ability to speak, hear, understand, and communicate in English. Bilingual is a plus.
  • Must be able to perform required duties during extended hours in emergency situations.
  • Ability to perform all physical requirements of the position.
  • Ability to safeguard confidential information.
  • Ability to complete records and forms in an accurate and understandable manner.

The fully competent incumbent must possess the following knowledge:

  • Power distribution system components, functions, ratings, and limitations.
  • Familiarity with ArcGIS Enterprise, ArcGIS Pro or ArcGIS Online.
  • Electric Utility Construction Specifications (RUS-preferred), NEC, NESC, and federal, state, and local codes and regulations.
  • NISC’s spatial mapping system and associated technologies.
  • BEC and NISC work order processing procedures.

Education, Degrees, Certificates, and/or License Requirements:

  • High School Diploma or equivalent.
  • Valid minimum Texas Driver’s License and an acceptable driving history.

· Must be eligible to be and remain insured as a driver by the Cooperative’s group liability policy for the automotive fleet.

  • Associate Degree or Technical Degree in Computer Science, Geoscience, Surveying, Geography, Engineering, or a closely related field is preferred, but not required.
  • Minimum of two (2) years’ experience in Engineering with at least one (1) year at GIS Technician classification or equivalent. Survey or Staking Technician certification may be substituted for experience at BEC’s discretion.
  • Practical experience with editing, database development and map production in ArcGIS is preferred, but not required.
  • Practical experience with AutoCAD or other GIS scripting languages is preferred, but not required.

Job Type: Full-time

Pay: From $25.22 per hour
