JOB SUMMARY
This position is responsible for managing the county's zoning and land use functions.
MAJOR DUTIES
· Coordinates, plans and facilitates public meetings of the Planning Commission and the Board of Appeals; prepares maps and documents for hearings; briefs board members on applications.
· Manages the day-to-day operations of the Zoning Division; meets with professionals and the general public regarding zoning matters.
· Reviews and authorizes plats, plans and annexations.
· Coordinates the drafting and approval of the County’s Comprehensive Plan and required updates.
· Maintains and develops the Official Zoning Maps of Bartow County; maintains Geographic Information System (GIS) zoning data.
· Writes and updates the Bartow County Zoning Ordinance, researches methods and ordinances from other jurisdictions.
· Manages special projects as assigned by the County Commissioner or County Administrator.
· Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
· Knowledge of zoning policies and procedures.
· Knowledge of relevant local, state and federal laws.
· Knowledge of computers and job-related software programs.
· Knowledge of county budgeting procedures.
· Knowledge of plan review principles.
· Knowledge of GIS principles and practices.
· Skill in supervision and management.
· Skill in reading and interpreting blueprints, maps and aerial photographs.
· Skill in the completion of accurate and timely reports.

SUPERVISORY CONTROLS
The Community Development Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
GUIDELINES
Guidelines include the Bartow County Zoning Ordinance, Georgia zoning procedure law, the county employee handbook, county purchasing policies, and other county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
· The work consists of varied technical, management and supervisory duties. Strict regulations contribute to the complexity of the position.
· The purpose of this position is to administer the county's zoning and code enforcement functions. Successful performance helps ensure compliance with county codes and ordinances.
CONTACTS
· Contacts are typically with co‑workers, elected and appointed officials, attorneys, engineers, architects, surveyors, developers, real estate professionals, contractors, property owners, representatives of state and federal agencies, and members of the general public.
· Contacts are typically to exchange information, motivate personnel, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
· The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping or walking. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.
· The work is performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the position of County Planner
MINIMUM QUALIFICATIONS
· Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
· Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
· American Institute of Certified Planning (AICP) certification preferred
SALARY
$63,000 or higher, depending on qualifications.
