We are seeking an experienced Facility Security Officer (FSO) to join our team. As an FSO, you will play a critical role in ensuring the security and compliance of our facilities in accordance with the National Industrial Security Program Operating Manual (NISPOM) and other relevant regulations. This position offers an exciting opportunity to contribute to our mission of providing cutting-edge solutions to our nation's defense.
The FSO will also support the Engineering and Manufacturing teams as a Sourcing Specialist for 1-2 years. The role will transition to a full FSO role over those 1-2 years, but will start out as a 50-50 split between FSO duties and Sourcing Specialist duties.
This role will report to the Company Security Officer (CSO) and the site Director.
Responsibilities - FSO:
- Security Compliance: Ensure compliance with NISPOM and other relevant security regulations, policies, and procedures.
- Facility Security: Oversee physical security measures, including access control, alarm systems, and surveillance.
- Personnel Security: Manage the security clearance process for employees, ensuring all necessary clearances are obtained and maintained.
- Security Education and Training: Provide security education and training to employees on a regular basis.
- Security Investigations: Conduct and manage security investigations as needed, including reporting incidents to appropriate authorities.
- Security Audits: Conduct security audits and self-inspections to identify and address any compliance issues.
- Visitor Control: Implement and manage visitor control procedures to ensure the security of our facilities.
- Document Control: Maintain accurate and up-to-date security records and documentation.
- Security Liaison: Serve as the primary point of contact with government security agencies and contractors.
- Incident Response: Develop and implement incident response plans and procedures.
Responsibilities – Sourcing Specialist:
- Identify, evaluate, and develop strategic suppliers for electronic components and systems used in defense applications.
- Conduct supplier audits and ensure all vendors meet regulatory and quality standards, including ITAR (International Traffic in Arms Regulations) and DFARS (Defense Federal Acquisition Regulation Supplement) compliance.
- Negotiate pricing, terms, and contracts with suppliers to ensure cost-effective procurement while maintaining high quality and on-time delivery.
- Conduct in-depth market analysis to assess sourcing opportunities, cost trends, and risks within the defense electronics sector.
- Monitor supplier performance, including delivery schedules, quality metrics, and risk management.
- Develop and implement contingency plans to mitigate supply chain risks, ensuring continuous supply for critical defense programs.
- Ensure all sourcing activities comply with defense industry standards and government regulations, including ITAR, DFARS, and ISO certifications.
- Collaborate with legal and compliance teams to ensure all supplier activities are in accordance with defense procurement laws and regulations.
- Work closely with engineering, production, quality assurance, and project management teams to ensure all materials and components meet technical and project specifications.
- Participate in cross-functional teams to optimize sourcing strategies and support new product development initiatives.
Qualifications:
- Education: Bachelor's degree in a related field preferred.
- Experience: At least 7 years of experience [preferred] as an FSO with a strong understanding of the NISPOM and defense industry security requirements. At least 10 years of experience in a highly regulated and process driven role is also acceptable.
- Certifications: Possession of relevant security certifications such as FSO certification is a plus.
- Clearance: Active security clearance preferred. Must be able to obtain a security clearance.
