BASIC FUNCTION & RESPONSIBILITY: Plan, direct, and evaluate the operational, financial, and personnel activities of the Fine Arts department. Ensure that the development and delivery of the fine arts curriculum and instructional program is effective and efficient, incorporates district goals, and supports student achievement.
ENTRY QUALIFICATIONS: Master’s degree from an accredited college or university, three years of teaching experience, and three years of related experience, including two years in a supervisor or leadership capacity.
PREFERRED QUALIFICATIONS: Texas Mid-Management or Principal Certification; Campus leadership experience.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of quality fine arts program standards and operations.
- Knowledge of budgeting principles and practices.
- Knowledge and understanding of law and rules relative to compliance with TEA code and District policy in terms of compliance with fine arts curriculum and procedures.

Management of Administrative, Fiscal and/or Facilities Functions:
- Advise the Chief Academic Officer on matters regarding assigned programs and services.
- Prepare annual operating budget recommendations; develop, implement and monitor assigned budgets; and, develop, implement and administer departmental operating policies and procedures.
- Administer district fine arts program; organize, conduct, or coordinate the scheduling of fine arts events and initiatives; contract with clinicians/adjudicators/officials; arrange for event supervision; order or coordinate the ordering of fine arts equipment; visit campuses, provide on-site observations, and attend meetings as necessary.
- Serve as the District's representative in fine arts organizations, including state and/or national professional associations.
- Facilitate and/or oversee fine arts faculty meetings and specialized training.
- Oversee all operational aspects of the Bastrop ISD Center for the Performing Arts.
- Support Human Resources and Campus Administrators to recruit highly qualified Fine Arts staff to the district.
- Research, recommend, implement and administer District and department policies and procedures that are in compliance with all federal, state, and local regulations.
- Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
Instructional Program Management:
- Facilitate the development and implementation of aligned curriculum in all fine arts disciplines K-12.
- Monitor the academic progress of students directly or through campus administrators and respective teachers/leaders.
- Design, implement, monitor and/or evaluate assigned programs for elementary and secondary education, curriculum, and/or instructional support, and ensure that assigned programs are efficiently and effectively administered.
- Observe classroom instruction and provide feedback and assistance to fine arts teachers to facilitate instructional improvement and innovation. Participate in implementing the designated teacher appraisal system.
- Model teach lessons where appropriate.
Student Management:
- Assist campuses in resolving parent/student issues and concerns in a timely manner.
- Encourage and support student performances, exhibits, and other displays of student work.
- Provide direction for all District UIL academic initiatives, including the planning and coordination of all District UIL academic events/competitions.
Organization Improvement:
- Analyze critical needs in assigned areas and work collaboratively to design, implement, refine, and evaluate assigned programs in order to continuously improve the campus/department.
Professional Growth and Development:
- Guide assigned staff in the planning and implementation of professional development that increases effectiveness and improves District performance.
- Participate in professional development that increases effectiveness and improves District performance.
- Texas Academic Performance Indicators and Campus Performance Objectives:
- Monitor and review campus test data and use findings to assist assigned staff with planning corrective action for the affected group of students and/or campuses.
School/Community Relations:
- Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District's initiatives
- Collaborate with a team in developing and fostering local partnership organizations.
- Analyze data that measures the levels of district and campus community and student engagement on an annual basis.
Organization Morale:
- Foster collegiality and team building among department employees; encourage active involvement in the decision- making process by all department employees; communicate expectations for high-level performance to staff; recognize staff achievements; and ensure effective and quick resolution of conflicts among department employees.
- Facilitate communication and collaboration among assigned department personnel and campus administrators to enhance service delivery, program development, and customer satisfaction.
Other Responsibilities:
- Advocate for the role of fine arts instruction in the development of the whole child.
- Comply with policies established by federal and state law, including but not limited to State Board of Education and local Board policy.
- Perform other job-related duties as assigned.

MENTAL DEMANDS/PHYSICAL DEMANDS/ENVIRONMENTAL FACTORS:
- Tools/Equipment Used: Standard office equipment including personal computer and peripherals
- Posture: Sit for extended periods of time; occasional bending/stooping, pushing/pulling, and twisting
- Motion: Use a computer for prolonger periods resulting in repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching
- Lifting: Lift and/or move up to 50 pounds, especially when setting up district art shows, competitions, festivals, or professional development sessions
- Environment: Work is normally performed in a typical interior/office work environment, although extensive time is spent driving between campuses, performing various tasks at the Bastrop ISD Center for the Performing Arts, and some outdoor work such as time spent working with marching bands or festivals; frequent district wide travel and occasional statewide or national travel
- Mental Demands: Work with frequent interruptions; maintain emotional control under stress; work occasional prolonged or irregular hours
