Job Summary 
The Dean of Instruction works closely with, and advocates for faculty and staff to ensure that instructional services are of high quality, effective for student learning outcomes and responsive to the college and community. This position oversees the college’s apprenticeship training programs and partnerships and instructional programs at South Campus. 

Current career training programs of oversight include Apprenticeships; Diesel and Heavy Equipment Technology; Electrical Construction; Facilities Maintenance Engineer; Fire Services and Emergency Medical Technician; Heating, Ventilation, Air Conditioning and Refrigeration Technician; Public Safety Administration; Sheet Metal Technology; Welding.

The Dean of Instruction has first line responsibilities to all employees within their instructional areas, manages the unit budgets, oversees the development of the annual schedule and the assignment of faculty, and provides leadership and facilitation for the development of new programs and the ongoing evaluation of existing programs and curriculum. This includes all regional and programmatic accreditations and licensure. All instructional deans at Bates are involved in grant writing and contract development and administration, which are key components of this position. Essential Functions
  • Provide leadership and oversight for apprenticeship and instructional programs, as assigned.
  • Serve as lead in developing and administering affiliated apprenticeship contracts. Work with Administrative Assistants and the college’s finance office to ensure timely invoices and processing of registrations.
  • Effectively manage and monitor the unit program budgets and equipment inventory.
  • Maintain and build effective internal and external relationships with staff, faculty, industry, and community partners. 
  • Research and develop new instructional programs. 
  • Resolve or assist in the resolution of conflict, problems, and complaints in a manner that supports students and faculty.
  • Initiate corrective action/discipline in accordance with established procedures.
  • Be knowledgeable of college policies, processes, procedures, and collective bargaining agreements.
  • Oversee the development of the programs of study and master course outlines and the quarterly and annual schedules.
  • Provide leadership and facilitation support for the ongoing evaluation of instructional programs. 
  • Oversee curriculum and course development; work with faculty to update and revise course and program outcomes.
  • Oversee and implement grant writing, contract development and administration for the unit.
  • Hire, onboard, mentor, and develop faculty and staff; supervise and evaluate the performance of assigned faculty and staff.
  • Lead and coordinate college strategic planning at the operational level.
  • Represent the unit in institutional activities and initiatives, works with colleagues from other units, educational organizations, businesses, and community organizations.
  • Support college student achievement practices to ensure student access, enrollment retention, completion, and progression.
  • Participate actively and collaboratively in student recruitment.
  • Develop and/or maintain industry-based program accreditation, and/or ensures students are prepared for and can obtain relevant industry credentials and certifications. 
  • Actively contribute to and participates in college-wide activities in support of regional accreditation and state and federal requirements.
  • Fosters strong interpersonal relationships with faculty and staff which support and honor the strengths, areas of expertise, identities, and potentials of everyone.
  • Actively listens to faculty and staff needs and concerns and works collaboratively to practice consensus-based decision-making.
  • Other duties as assigned.

Non-Essential/Other Functions
  • Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc. 
  • Participate actively and collaboratively on committees for the college as needed including but not limited to staff recruitment, college councils and task forces, program advisory committees, statewide councils, etc.

Supervisory Responsibilities 
  • This position oversees Faculty, Administrative Assistants, and Professional Technical employees.
Minimum Qualifications 
  • Bachelor’s Degree; and 
  • One year of leadership or supervisorial experience; and
  • Excellent communication skills.

Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.

Preferred Qualifications
  • Dean or director level administration experience at a community or technical college.
  • Experience managing budgets.
  • Experience with audit liability and grant management.
  • Experience working in a collective bargaining environment.
  • Teaching experience.
  • Demonstrated leadership experience in building, facilitating, and maintaining strong interpersonal relationships and collaborative teams. 
  • Demonstrated ability to work with community partners.
  • Strong organizational skills.
  • Experience with program and institution-wide accreditation processes.
