Job Summary
Battelle is seeking an Explosive Ordinance Disposal and Unmanned Systems Technologies (EODUST) Program Manager in our Defense and Material Solutions (DMS) Business Line within our National Security Business Unit. The Program Manager will provide project management support to government programs focused on Research, Development, Test and Evaluation (RDT&E) efforts in EODUST technologies in support of the U.S. Air Force Civil Engineer Center. This position is located on-site at Tyndall Air Force Base, near Panama City, FL. The successful candidate will also support Battelle pipeline growth, requiring coordination of multi-disciplinary project and proposal teams, multiple business lines, and supporting teammates.
This position includes building, shaping, and leading the EODUST Program in response to business and customer needs. The PM will direct day-to-day execution of program activities, while managing cost, schedule, and technical performance of the contract. The PM will build upon current programs to secure new projects, provide input to guide internal investment, orchestrate market engagements, and build the program infrastructure to grow into larger markets. You’ll work closely with engineering leads to ensure high-quality, mission-relevant deliverables, and Division Managers to drive execution and innovation.

- Leads the program teams with ultimate responsibility for meeting cost, schedule, quality, and technical/contractual performance of the EODUST program.
- Manages client expectations and leverages client relationships to develop additional business opportunities.
- Establishes project performance metrics that ensure successful completion of the project Leads project risk planning.
- Applies processes and procedures to identify, analyze, classify, prioritize and manage program risks to formulate a risk management plan that assigns responsibility, determines approaches and specifies mitigation approaches and contingencies in the risk management process
- Integrates safety policies and regulations into the project plan. Assists in the process of early identification, analysis, reduction or elimination of hazards.
- Manages development of program safety measures and implementation of standard workplace safety practices, to mitigate injuries and foster a healthy work environment for staff
- Ensures that the project is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved
- Bachelor’s degree and at minimum 7 years of relevant work experience
- Specific experience related to unmanned systems, autonomous systems, sensor/payload integration, and Air Force Civil Engineering is required.
- Experience in preparing research proposals, research plans and test plans, writing technical papers, executing RDT&E activities, and leading a professional team with responsibility for executing multiple RDT&E activities.
- Experience mitigating risks through proactive management and remediation of personnel, program, client, and security issues, tracking trends and communicating KPIs.
- Experience planning and tracking projects using Program Management software.
- PMP Certification highly desired.
- Candidate must be a U.S. Citizen with ability to obtain and maintain a SECRET security clearance.
- Graduate of an accredited university with a PhD (or equivalent [bachelor’s degree plus 16 years’ work experience, or a master’s degree plus 12 years’ work experience may be substituted for a Doctorate's Degree]) in a field of science or engineering relevant to EODUST or airbase technologies.
- Minimum of 15 years of experience in RDT&E since graduation.
