The Bay Area Air Quality Management District (District) is a regional government agency, committed to achieving clean air to protect the public's health, the environment and the global climate. The District accomplishes this goal through regulation of industrial facilities, regional planning efforts and various outreach and incentive programs designed to encourage clean air choices.
 
The District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The District is currently conducting an open recruitment for the position of Manager (IT Operations) in the Information Services Division.  This is a full-time, exempt, management position.  There is one (1) vacancy. 
 
Under the general direction of the Director of Information Services, the incumbent is responsible for managing the IT Operations Team and all its functions and projects.
 
The incumbent must possess a thorough understanding of project management, Information Technology (IT) operations principles and best practices, and have the expertise to successfully manage multiple complex IT efforts simultaneously, as well as formulate and implement IT strategy; develop and manage contracts, budgets, and procurements; hire, train, and mentor staff; create and implement/improve operational support processes; create and sustain meaningful and positive customer interactions.  
 
The IT Operations Manager is responsible for effective leadership of Infrastructure, Network, and Cloud Services. These services ensure successful operation, management, and delivery of all assigned infrastructure services, including but not limited to physical and virtual servers & storage, local area networks, wide area networks, wireless networking, mobile device management, cloud services, environment monitoring, voice services, remote access, desktop-server-storage virtualization platforms and services, data center management, colocation services, and disaster recovery services and would include both Platform/Software as a Service or on-premises internally hosted offerings.
 
Because of the dependencies which exist between these systems and the services offered by the organization across lines of business, the IT Operations team provides critical support to the success of the District and its mission by ensuring efficient, strategic use of infrastructure services being offered by the Information Services Division.

DEFINITION

Under administrative direction, plans, organizes, supervises, reviews and evaluates staff and activities of the District's Information systems Section; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This single position class manages all systems and programming activities for the District's information systems. The incumbent is responsible for accomplishing section goals and objectives and for furthering District goals and objectives within general policy guidelines. This class is distinguished from Director of Administrative Services in that the latter has overall managerial responsibility for all personnel, business, information systems and financial services for the District.

Responsibilities for IT Operations Manager

  • Lead Infrastructure, Network, and Cloud Services: Drive the successful operation and delivery of critical services, including physical and virtual servers, storage systems, local and wide area networks, wireless networking, and cloud solutions.
  • Champion Cloud Transformation: Spearhead the migration of services to cloud platforms, ensuring seamless integration and scalability while supporting the District’s forward-looking mission.
  • Ensure Business Continuity: Develop and manage disaster recovery and business continuity plans, safeguarding the District’s ability to maintain operations during emergencies.
  • Optimize Event and System Monitoring: Oversee advanced monitoring solutions to maintain system performance, security, and uptime goals that align with the District’s commitment to public health and the environment.
  • Enhance Collaboration Tools: Lead the evolution of voice systems, including legacy platforms, VOIP, and modern collaboration technologies, to support a connected and productive workforce.
  • Foster Security and Operational Excellence: Collaborate with teams to refine internal IT security standards, processes, and operational support strategies to enhance resilience and reliability.
  • Execute Complex Projects: Manage high-impact projects across departments, navigating technical challenges in a scientific and collaborative environment.
  • Mentor and Inspire Teams: Build and lead a skilled team of IT professionals, cultivating talent through mentorship, training, and professional development.
  • Establish Metrics for Success: Define and track accountability measures to ensure operational efficiency and align IT goals with the District’s strategic vision.
  • Represent the District: Act as a key liaison, partnering with leadership and stakeholders to align IT initiatives with the organization’s broader goals and mission.

Education and Experience:
A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four year college or university with major coursework in computer sciences, mathematics, business or public administration or a closely related field and four years of experience in applications programming and systems design. Some supervisory experience is desirable.
