Overall Summary:

 

The Harm Reduction Manager oversees and coordinates services aimed at reducing the negative impacts of substance use and high-risk behaviors, focusing on injecting drug users. This role involves designing, implementing, and evaluating programs to connect individuals with health and social care resources in Alameda and Santa Clara Counties. The manager works with the Development Department to secure funding, ensures compliance with regulations, and oversees documentation and reporting. They lead the hiring, training, and supervision of staff, fostering a respectful, team-oriented environment. Additionally, the manager collaborates with various departments and community organizations to promote harm reduction education and services, ensuring efficient operations and high-quality patient care while advancing the organization's mission to promote health equity and reduce harm in the community.

 

Essential Responsibilities:

  • Develop and implement harm reduction and HIV prevention programs for youth, men who have sex with men, injection drug users, transgender women, and other populations.
  • Design and deliver syringe exchange services, harm reduction education (e.g., safer drug use, overdose prevention, vein care), and mobile needle exchange services.
  • Manage site operations for HCV clinics, including coordinating with clinical staff to address patient flow, urgent needs, and clinic preparation for audits.
  • Evaluate program quality, contribute to continuous improvement, and ensure compliance with State and County regulations.
  • Collect and report program data to meet internal and external stakeholder requirements.
  • Lead hiring, training, and supervision of program staff, ensuring regular supervision and annual appraisals.
  • Manage staff schedules to ensure adequate coverage for satellite sites, workshops, and community events.
  • Provide professional support and mentorship to staff, fostering a respectful and professional work environment.
  • Monitor staff safety and compliance with policies, addressing training and corrective needs.
  • Represent the organization at meetings, workshops, and public events to promote harm reduction education and services.
  • Collaborate with community organizations, healthcare professionals, and public officials to build partnerships and address community needs.
  • Participate in community needs assessments, resource planning, and program advocacy.
  • Coordinate with Outreach and Development teams to raise awareness and secure support for programs.
  • Monitor program contracts and budgets to ensure alignment with organizational and funding requirements.
  • Prepare for and coordinate site audits, serving as a point person for compliance activities.
  • Ensure timely and accurate documentation, data collection, and reporting for all programs.
  • Develop operational procedures to enhance productivity, quality of care, and employee engagement.
  • Work closely with clinic directors and behavioral health leadership to maintain smooth operations and high-quality patient care.
  • Maintain flexibility to work evenings, weekends, and occasional overnight shifts as required.
  • Participate in grant writing and fundraising efforts to expand and sustain harm reduction programs.
  • Promote effective teamwork and customer service techniques among staff.
  • Model a professional environment that supports the dignity, privacy, and confidentiality of patients, families, and staff.

 

Secondary Responsibility:

  • Attend workshops, trainings, and meetings as needed, and as requested.
  • Provide presentations and trainings to staff or stakeholders
  • Perform other duties as assigned by supervisor.

Qualifications


Qualifications:

Required education, experience, training

  • Master’s degree in Social Work or related field preferred
  • Certified Alcohol and Drug Counselor  preferred
  • 2 years of Management experience.
  • A minimum of 3 years of work related experience with active substance users, HIV or high risk populations, homeless individuals, and other vulnerable groups.
  • Proficient in Microsoft Office products including Outlook, Power point, Excel, Word or equivalent software products.
  • Grant management experience.
  • Bilingual/bi-cultural a plus.

Certifications/Licenses

  • CADC/LADC preferred

  • Supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Participates in development, implementation and maintenance of policies, objectives, short and long-term planning; develops and implements projects and programs to assist in accomplishment of organizational objectives.

Work Conditions:

 

Travel locally to visit other sites, may require a day or overnight trip to attend events; workload may be demanding at times; require professionalism and confidentiality.

 

Physical Demands:

This position requires:

  • Sitting, walking, and standing associated with a normal chart room and office environments.
  • Regular bending and stretching; lifting.
  • Manual dexterity used to include, but not limited to, standard office equipment, and computer keyboard.
  • Traveling to work sites including some exposure to outside elements at outdoor fairs.
  • Presenting information in front of group.
  • Regular evening or weekend work schedule and at various locations as necessary.
  • Reading and writing in order to review records for accuracy.
  • Work is performed in an interior medical/clinical environment.
  • Work environment involves exposure to potential dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
  • Will work with blood or blood-borne pathogens and will require OSHA training.
