Position Summary
We are seeking a motivated and strategic Program Manager to support and lead workforce development initiatives. This role offers a structured onboarding and mentorship period, providing the opportunity to gain hands-on experience before assuming full program management responsibilities. The Program Manager will work closely with an experienced team member to ensure a smooth transition and ongoing support to the role.
Key areas of focus include program administration, subrecipient management, workforce strategy, compliance, and data-driven decision-making. This position is ideal for a proactive leader eager to drive innovation and continuous improvement within workforce development programs while learning from established expertise.
Duties and Responsibilities
Program Management
This position will have primary responsibility for the management, and operation of various programs within Bay Area WDB’s geographic area of responsibility. The Program Manager will serve as the primary liaison with subrecipient service providers and will work closely with the Director of Impact and Operations in additional operational input and coordination of service delivery.
- Develop and maintains working relationships with all sub-recipient service providers and community partners, fostering a spirit of cooperation and collaboration;
- Lead subrecipient provider training including program operation guidance and technical assistance;
- Coordinate and oversee service delivery among One-Stop Center partners to ensure seamless collaboration, compliance with WIOA regulations, and efficient customer access to workforce services;
- Evaluate and improve integration and co-enrollment strategies for all programming;
- Lead the WIOA Youth/Young Adult Work Experience Program, with primary responsibility for tracking and communication with subrecipient and youth participants;
Compliance and Performance
- Lead the development of subrecipient monitoring process; schedule and carry out the annual subaward monitoring;
- Coordinate annual monitoring process for Bay Area WDB; including desk review process and documentation; monitoring responses; communication with funding agencies as needed;
- Maintain a thorough knowledge of funding legislation and regulations that impact Bay Area WDB and its operations; informs the Director of Impact and Operations of relevant regulatory updates;
- Leads the development of comprehensive local program policies and procedures that guide and govern the operational execution and delivery of program services, in coordination with the Director of Impact and Operations;
Data, Reporting and Systems
- Identify, obtain and analyze quantifiable data for supporting decision-making and policy/procedure development. Produce program reports as required;
- Oversee and coordinate the collection and management of program-related data and documentation from subrecipients, ensuring accurate participant records, eligibility verification, expense tracking, and waitlist management;
- Use existing and/or develop new methodologies designed to improve program outcomes through data analysis and policy development;
- Has thorough knowledge of data tracking systems and provides updated information to staff and program operators on the use of those systems;
Innovation, Strategy & Development
- In coordination with the Director of Impact and Operations, design, implement, and evaluate sub-recipient service provider organization and staffing to effectively accomplish the goals and objectives of Bay Area WDB’s WIOA programming;
- With the Director of Impact and Operations, initiate and set goals and timelines for overall programming according to the strategic objectives of the organization; monitor execution of operational plans;
- Identify opportunities to leverage technology and artificial intelligence (AI) to enhance workforce development programs;
- Conduct analysis of program performance, industry sector and labor market trends, as needed to support strategic objectives;
- Work with Bay Area WDB staff to assist reporting on the impact of grants – both internally (primarily with the Board) and externally;

Preferred Qualifications
1. Experience in workforce development, grant management, economic development or a related human services field;
2. Proven leadership experience that includes project management possessing strong organizational and implementation skills;
3. Strong analytical skills and proficiency in data-driven decision-making;
4. The ability to work with diverse agencies & stakeholders to build and strengthen collaborative relationships working towards common goals and initiatives;
5. Experience with process improvement and problem-solving in program management or service delivery;
Relationship
The Program Manager is a salaried, full-time, permanent, non-exempt position at the Bay Area Workforce Development Board reporting to the Policy and Performance Manager.
Salary Range: $50,000 - $68,000
