NATURE OF JOB :
The E911 / GIS Specialist is responsible for implementing Countywide standards that meet or exceed the Florida State E911 Plan and coordinates E911 infrastructure-related activities among all County public safety answering points (PSAPs), emergency service agencies and equipment service providers to ensure that the system performs smoothly, reliably, and efficiently. This high-level position also works in conjunction with the GIS Department in the development and maintenance of the County's Enterprise Geographic Information System (EGIS). This position works under the direct supervision of the Communications Division Chief.
Essential Functions and Responsibilities
Provides advanced technical support for all E911 mapping applications in the Department.Works closely with the E911 coordinator, addressing authorities, property appraiser and GIS department in maintaining accurate records for NG911.Ensures the maintenance and functionality of the County's E911 system 24 / 7 by maintaining an on-call status on a rotational basis with the E911 coordinatorAssists the E9-1-1 coordinator as needed with the day-to-day management and maintenance of the 911 database, including MSAG.Works cooperatively with GIS addressing to prevent duplication of street names and addresses and supports the E911 coordinator with wireless service providers to conduct regularly scheduled testing to ensure compliance with federal and state requirements when new sites are added or altered.Performs troubleshooting activities regarding GIS software, workstations, and related peripherals.Ensures PSAP trouble reports are quickly resolved.Assists E911 coordinator with promoting E911 Public Education campaigns.Assists E911 coordinator with planning for expansion and enhancement of the E 9-1-1 system in Bay County to reflect changing and updated technology (NG911).Enters spatial data using established workflows and methods through the use of use of coordinate geometry and other heads-up digitizing methods.Produces standard and custom maps using ArcGIS software.Reviews GIS data for accuracy by applying established specifications.Creates and edits data from various data sources with accompanying attributes and metadata.Maintains and continually upgrades knowledge of GIS functionality, principles, and practices.Stays abreast of new trends and innovations in the field of GIS, database design, and related hardware and software.Performs emergency services related duties as required.Regular reliable full-time attendance as scheduled.The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.Minimum Qualifications
Bachelor's degree or equivalent coursework from an accredited college or university in GIS, Geography, Information System Management or a closely related field with major course work in GIS, or equivalent academic credentials related to the field of GIS. A Master's degree is desirable.Four (4) years of experience in the use of GIS technology in the development and maintenance of a multi-user geographic information system.Strong working knowledge of Enhanced 9-1-1 systems and 9-1-1 industry.Must be able to comprehend, speak and read the English languageMust have and maintain good interpersonal and communication skills to deal with the publicA comparable amount of training and / or experience may be substituted for the minimum qualifications. GIS certification can be used to establish equivalency.LICENSES AND / OR CERTIFICATIONS :
Geographic Information Systems Professional (GISP) preferred, but not required.Esri ArcGIS Desktop Professional (EADP) preferred, but not required.Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.Knowledge, Abilities and Skills
