Nature Of Job

The E911 CAD Administrator is responsible for the overall management of Bay County’s Computer Aided Dispatch (CAD) system including database management, data analysis and reporting, and management of peripheral systems such as Mobile Data Computers (MDC). The E911 Cad Administrator also acts as a liaison between customers and other agencies to implement program changes, updates, and corrections, and addresses other system issues as identified. The CAD Administrator assesses proposes coordinates and implements: solutions to hardware and software issues and software issues system modifications system enhancements and system replacements.

Essential Functions And Responsibilities

  • Maintains superior overall performance of the CAD system. Perform regular analysis to isolate the source(s) of problems which may result from software hardware and/or operator error. Diagnose and resolve problems to enhance the dependability and accuracy of the CAD system. Consults with systems vendors/suppliers to trouble shoot as needed.
  • Performs routine hardware operating system and software maintenance including database management and maintenance. Coordinate service with vendors/suppliers as needed. Install and additional hardware or related equipment with the current system.
  • Administers system security controls to protect access integrity function and security data files.
  • Maintains system logs for procedural accountability.
  • Sets up/verifies/validates server and workstation backups to remote backup device.
  • Serves as point of contact for dispatch to resolve inquires and technical request.
  • Handles calls for service (system problems/outages) during on-duty and off duty hours.
  • Attends user agency group meetings as needed or assigned.
  • Attends vendor-sponsored training events and regional user group training.
  • Coordinates the review of error reports and follow up on backlogs. Provide feedback to appropriate user(s) to minimize/eliminate future errors.
  • Receives and evaluates system modification recommendations generated by users to aid in performance of their duties.
  • Consults/advises user agency representatives on the acquisition and implementation of CAD hardware and software products. Maintain accurate records of accountability/viability of system equipment.
  • Researches and produces off-line CAD reports requested by user agencies for statistical analysis.
  • Meets regularly with the Communications Division Chief and the IT/GIS Director to provide status reports on CAD systems.
  • Manages frequent contact and interruptions throughout the working shift and respond after-hours by providing technical support to users and troubleshooting network interface and application issues.
  • Performs emergency services related duties as required.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.

Minimum Qualifications

  • Associates degree from an accredited college, university, or technical school in computer science, information systems management or related field. (Bachelor’s degree preferred); AND
  • Three (3) years of experience in technical support and programming in an environment with multiple systems; AND
  • Experience with specific CAD operating software (Centralsquare Enterprise CAD) utilized by Bay County Emergency Services is highly desirable.
  • Must successfully pass a fingerprint background check through the Bay County Sheriff’s Office in compliance with CJIS Security Policy 5.7, section 5.12.1.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications.

LICENSES AND/OR CERTIFICATIONS:

  • Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

Knowledge, Abilities And Skills

  • Knowledge of analog/digital electronics, computers, pneumatics, fiber optics, and radio telemetry equipment utilized in instrumentation and control system.

  • Knowledge for reading and interpreting instrumentation and control system equipment schematics.
  • Knowledge and experience with CAD related products, MS SQL, current windows Server Operating Systems.
  • Proficient in MS Word, Excel, and Outlook.
  • Knowledge of project management and organizational skills.
  • Skilled in effectively directing a staff comprised of professionals; and management responsibility for carrying out emergency preparedness exercises, disaster planning, disaster response and recovery operations, and enforcing compliance with established public safety policies and procedures.
  • Skilled in the use of GIS software, particularly ArcGIS.
  • Strong capability of spatial analysis and cartographic skills.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.
  • Ability to effectively understand and use Allen Bradley RS Logic and Wonderware software programs.
  • Ability to establish and maintain effective working relationships with fellow employees, division and department heads, public/private sector contacts, and County administration.
  • Ability to function well in a team environment.
  • Ability to express ideas clearly and concisely, both verbally and in writing.
  • Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction.
  • Ability to utilize personal computers, standard office equipment and standard software applications such as word processors, database software, spreadsheet applications.
  • Ability to operate a variety of devices such as scanners, printers, and large format plotters.
  • Ability to work with minimum supervision.
  • Ability to complete required assignments on time.
  • Ability to cross check information from several sources.
  • Ability to read maps and follow instructions.
  • Ability to prepare financial records, budgets, reports, and forms.
  • Ability to present ideas effectively, both orally and in writing.
  • Ability to plan for, recommend and implement new telephone equipment and services as they apply to E-911 systems.
  • Ability to write technical reports, business correspondence, concise monthly reports and procedure manuals.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups, and boards.
  • Ability to work independently and productively without supervision.
  • Ability to exercise considerable initiative and judgment in carrying out position responsibilities and duties and to keep abreast of changes in regulations, laws and procedures relating to work responsibilities.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:

Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust).

This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.
