NATURE OF JOB:
A middle-level staff officer with responsibility for quality assurance/quality improvement work by using industry and scientific standards in all areas of Bay County Emergency Service (BCES) operations.   This person is also responsible for assisting with the training of BCES employees in the protocols, policy and procedures, and certification programs.  He/she will oversee analytical data collection and dissemination within the BCES system and assist in the investigation of complaints related to protocols, policies and procedures. This individual is also the vital link in the communications chain between administration and field employees and must serve as liaison between EMS and other healthcare organizations, to include but not limited to area hospitals with regards to patient outcomes and patient care.  This position works under the supervision of the EMS Division Chief. 
  • Reviews of all National Emergency Medical Services Information System (NEMSIS) and National Fire incident Reporting System (NFIRS) required reports for accuracy.
  • Responds to EMS calls and assists with coordination of patient care and manages on scene EMS operations. 
  • Performs internal audits of medical records and reports the information to various stakeholders within the system.  This information will be used to develop strategies for improvements.
  • Ensures compliance on a department level with operational policies and procedures.
  • Develops Key Performance Indicators (KPI) for review and approval by the Chief of Emergency Services semi-annually.
  • Tracks and provides at a minimum monthly status report on KPI performance, both organizationally and by personnel, as required.
  • Provides assistance in developing and performing education of field personnel, and others, regarding proper documentation guidelines.
  • Functions as the primary contact for personnel in matters of quality assurance/quality improvement affecting patient care.
  • Maintains records and security of records.
  • Prepares reports, completes required paperwork, and informational bulletins for field personnel.
  • Provides assistance to other departments as needed, within the confines of HIPAA regulations.
  • Observe the performance of EMT's and Paramedics and keeps the Senior Officers, Training Officers, and Battalion Chiefs appraised of all concerns regarding quality improvement and patient care. 
  • Assumes responsibility for documenting and addressing any areas of concern or in need of improvement with the individual as needed. 
  • Ensures BCES polices and standards are adhered to at all times.
  • Evaluates EMS and fire operational readiness, effectiveness of service, as well as overall outcomes, keeping Senior Officers appraised of important developments or recommendations for improvement. 
  • Participates in regular staff meetings and provides input relative to BCES Operations.
  • Monitors radio traffic and field activity during the shift and provides coordination as required.
  • Communicates with crews and other officers to keep all abreast of any changes.  
  • Communicates with interdepartmental agencies and provides feedback to employees of performance in assigned area of responsibility.
  • Makes recommendations to BCES Administration regarding procedures in order to meet department goals and policies. 
  • Advises employees of performance problems and provides training and counseling.
  • Responds to special operations such as rescue scenes, hazardous materials incidents, bombs/bomb threats, crime scenes, mass casualty incidents, terrorist incidents, inclement weather events, etc., as required or assigned.
  • Functions in a command role on scene as necessary.
  • Participates in call critiques with crews and records individual participation, and delegates work assignments and ensures adequate completion. 
  • Instructs and/or monitors on-duty in-service training and assists the Training Officers with coordination of class material and assists with the orientation of new personnel, as required.
  • Serves as on-call duty officer, when assigned.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.
  • Associates degree from an accredited college or university in business, computer science, or a related field (Bachelor’s degree preferred); AND
  • Three (3) years field experience as a licensed Paramedic.
  • A comparable amount of training and/or education may be substituted for the minimum qualifications, with the exception of the required licensure.
LICENSES AND/OR CERTIFICATIONS: 
  • Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Possession of and maintain a State of Florida Paramedic Certification. 
  • Possession of and maintain a Florida Firefighter II Certification.
  • Evidence of a 16 hr. Emergency Vehicle Operator Course completion.
  • BLS, ACLS, PALS certification required, instructor certification for each discipline within one year. 
  • PHTLS certification and/or instructor certification, obtain within six months.

  • Possession of and maintain AHA Basic Life Support (BLS) certification, AHA Advanced Cardiac Life Support (ACLS) certification, AHA Pediatric Advanced Life Support (PALS) certification, and Pre-Hospital Trauma Life Support (PHTLS) certification, or obtain within six months, including instructor certifications within one (1) year.
 
  • Knowledge of procedures and techniques for administering emergency medical care and ability to identify emerging trends in technology and practical care.
  • Extensive knowledge of anatomy and physiology.
  • Extensive knowledge of equipment and materials utilized in providing emergency care.
  • Knowledge of instructional strategies.

  • Knowledge of applicable Federal, State, and local laws, rules, regulations and codes.
  • Knowledge of EMS and Fire quality control techniques and practices.
  • Knowledge of Bay County Emergency Services protocols.

  • Skilled in applying independent judgment, discretion, and resourcefulness in interpreting and applying guidelines.
  • Skilled in conducting paperwork (EMS response and patient reports including audits).

  • Skilled in preparing clear and concise reports, including oral, written, and audio/visual presentations.
  • Skilled in gathering and analyzing information and making recommendations based on findings in support of organizational goals.
  • Skilled in operating a computer and related software applications.
  • Skilled in communicating effectively with a variety of individuals.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is performed both indoors and outdoors, and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.  The employee may be required to perform in high humidity and in elevated temperatures as well as limited access, enclosed spaces. While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; and interact with County staff, other organizations and the public.
 
Work is often performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.).  This position requires the use of Personal Protective Equipment (PPE) and includes completing and successfully passing medical evaluations and/or clearances.

Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Ability to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient or themselves.  Lifts people and equipment of 100 pounds; extensive, or considerable standing/walking; Lifts positions, pushes and/or transfers patients; lifts supplies/equipment; manual dexterity and mobility; intermittent exertion when performing treatments.
 
WORK LOCATION:
Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
