NATURE OF JOB:
This is responsible and technical work in the development and administration of employee programs and training to providers affiliated with the Bay County Emergency Services (BCES) System.  This position is responsible for coordinating education programs and professional development for all staff (including trainees, employees, and volunteers), and for assuring compliance with Florida Firefighter Minimum Standards guidelines and Florida Department of Health Standards. This position reports to the Deputy Chief of Emergency Services and will be evaluated through meetings, observations, and feedback from citizens and staff. Considerable independent judgment and initiative is exercised in carrying out the daily requirements of the job. 
  • Develops and administers training programs to instruct trainees, line personnel, and volunteers. 
  • Coordinates with all Divisions of Emergency Services and the Medical Director to develop and deliver training programs to meet the needs of those who provide Advanced Medical Life Support, Basic Life Support, Emergency Medical Responder, and Fire Life and Safety Standards. 
  • Reviews documentation of scene management, patient care, and outcomes to associated calls for response. 
  • Documents training to assure proficiency and regulatory compliance, submits monthly and quarterly training reports to include Key Performance Indicators developed by the Medical Director and Chief of Emergency Services. 
  • Researches, develops, plans, and organizes training programs for credentialed and non-credentialed employees within Emergency Services. 
  • Communicates with the Deputy Chief, or their designee, and the employee’s respective supervisor regarding performance deficiencies or personnel problems.
  • Assists with the evaluation of new field equipment and makes recommendations for the purchase of such equipment. 
  • Coordinates and assists with the orientation of new uniformed employees through the Field Training Evaluation Program (FTEP).
  • Oversees the Field Training Officers (FTO) during the orientation period of new uniformed employees. 
  • Assists in the review, development, and enforcement of BCES policies and procedures, and documenting disciplinary action taken for inappropriate behavior during the training programs. 
  • Maintains and is accountable for all BCES training equipment, audio-visual equipment, and resource library. 
  • Performs field assessments and rides with front-line employees on an as-needed basis.
  • Staff a Fire or EMS apparatus on a reoccurring basis to provide training and additional agency response capabilities, as needed. 
  • Assists Administrative Officers in developing budgets by recommending supplies, materials, and training opportunities, to include additional hours to add to payroll for purposes of personnel attending in-service training while off duty. 
  • Develops partnerships with additional agencies to discover different training and practices to improve the services being provided to the citizens and visitors of Bay County. 
  • Assumes other duties as assigned by the Chief of Emergency Services or determined by Bay County Leadership to best ensure that the public is served through the work of the Department.

  • Performs other related duties as assigned.
  • Associate degree from an accredited college or university with coursework in Emergency Medical, Fire Science, or related field; AND
  • Two (2) years’ experience at the rank of Lieutenant or Captain, which includes four (4) years’ experience in the Fire and EMS field of which (2) years must be at the Paramedic II level; AND. 
  • Must meet and maintain the requirements for a career Firefighter II and Paramedic as defined in Florida Statutes and the requirements of NFPA 1582 “Standard on Comprehensive Occupational Medical Program for Fire Departments“.  
LICENSES AND/OR CERTIFICATIONS:
  • Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Florida State Fire College Fire Officer I (Personnel accepting this position must obtain within twelve (12) months of promotion and maintain all instructor certifications while holding the position). 
  • Fire Instructor I preferred.
  • NAEMSE Instructor Level I (40 hour) or equivalent preferred.
  • Obtain and maintain the following National Incident Management Systems certifications (ICS100, ICS200, ICS300, ICS400, ICS700, ICS800). 
  • Must maintain continuous AHA Basic Life Support (BLS) Certification, AHA Advanced Cardiac Life Support (ACLS) Certification, Pediatric Advanced Life Support (PALS) Certification, and Pre-Hospital Trauma Life Support (PHTLS) Certification. 
  • Certification through a standard Emergency Vehicle Operations Course (EVOC, EVOS, VFIS), or similar standard as approved by the Chief of Emergency Services. 
  • Instructor certifications in AHA BLS, AHA ACLS, AHA PALS, PHTLS, AMLS, and VFIS are preferred. The position requires instructor certification in all of the above disciplines. Personnel accepting this position must obtain within six (6) months of promotion and maintain all instructor certifications while holding the position. 
  • Knowledge of current fire suppression and firefighting techniques.
  • Knowledge of county and department policies and procedures.
  • Knowledge of fire codes and ordinances.
  • Knowledge of firefighter training standards and requirements.
  • Knowledge of management and supervisory principles and practices.
  • Knowledge of the geography of Bay County and surrounding areas.
  • Knowledge of current fire records systems, communications equipment, and use of fire computer applications and reporting procedures.
  • Knowledge of instructional strategies.
  • Knowledge of adult learning theory.
  • Knowledge of program management principles.
  • Knowledge of applicable Federal, State, and local laws, rules, regulations, and codes.
  • Knowledge of current EPCR systems, communications equipment, and use of the EMS computer applications and reporting procedures. 
  • Knowledge of procedures and techniques for administering emergency medical care and ability to identify emerging trends in technology and practical care.
  • Extensive knowledge of anatomy and physiology.
  • Extensive knowledge of equipment and materials utilized in providing emergency care.
  • Skill in the development and implementation of training programs.
  • Skill in supervising and participating in the response to emergency scenes.
  • Skill in the operation of job-related vehicles, equipment, and tools.
  • Skill in planning, directing, and supervising the work of subordinate personnel.
  • Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, law enforcement, volunteers, civic groups, and the general public.
  • Skilled in public speaking.
  • Skilled in applying independent judgment, discretion, and resourcefulness in interpreting and applying guidelines.
  • Skilled in conducting paperwork (EMS response and patient reports including audits).
  • Skilled in coordinating training sessions.
  • Skilled in preparing clear and concise reports, including oral, written, and audio/visual presentations.
  • Skilled in gathering and analyzing information and making recommendations based on findings in support of organizational goals.
  • Proficient in MS Word, Excel, and Outlook. 
  • Knowledge of project management and organizational skills.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is performed both indoors and outdoors, and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights, and/or dust.  The employee may be required to perform in high humidity and in elevated temperatures as well as limited access, enclosed spaces. While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information, and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; and interact with County staff, other organizations, and the public.
 
Work is often performed in emergency and stressful situations. The individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents, and oils.

This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.).  This position requires using Personal Protective Equipment (PPE) and includes completing and successfully passing medical evaluations and/or clearances.

Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Ability to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient or themselves.  Lifts people and equipment of 100 pounds; extensive, or considerable standing/walking; Lifts positions, pushes and/or transfers patients; lifts supplies/equipment; manual dexterity and mobility; intermittent exertion when performing treatments.
 
SPECIAL REQUIREMENTS:
Will be available via county-provided cellphone when not on approved leave and may serve as a BCES on-call duty officer when required.

WORK LOCATION:
Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
