What are the responsibilities and job description for the Vice President of Human Resources position at Bay State Community Services Inc?
The VP of HR will serve as a key member of the agency's leadership team, providing visionary leadership and strategic direction for the Human Resources department. This role is responsible for shaping the organization’s talent strategy, culture, employee engagement, organizational development, and aligning HR initiatives with overall business goals.
What You Will Be Doing to Support Bay State Community Services...
- Responsible for daily operations and supervision of the Human Resources Department
- Oversee benefits administration for all agency locations, including 403(b), health and welfare, flexible spending, all insurances voluntary and statutory, i.e. COBRA, Unemployment, Workers Compensation
- Manage the design and implementation of all HR Policies and Procedures including staffing, compensation, and benefits, communication of these policies to all agency employees
- Completes all pension changes, hardships withdrawals, and loan provisions
- Manages all benefit audits
- Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, maintaining records, and representing the organization at hearings.
- Maintain and ensure accuracy of HR database and personnel records
- Liaison to staff and program management on HR issues, procedures and guidelines
- Liaison to workers compensation insurance company for other agency and employees and report all injuries
- Stay current in all aspects including program development and maintain compliance with state and federal employment regulations
- Coordinate program audits for audit reviews of personnel files with manager to ensure compliance of funding source, licensing and regulations and standards
- Develops and maintains data base for timely completion of Performance Appraisals
- Conducts thorough and proper investigations into employee complaints or lawsuits
- Consult with BSCS HR Legal Team
- Monitors OSHA and Workers Compensation details and compliance
- Work with brokers and counsel to determine benefits costs and maintain compliance
- Communicate benefits issues/changes to employees
- Write, implement and revise HR Policies and Procedures, including Employee Handbook
- Periodically visit programs and to serve as a visible staff resource to all staff
- Manages employee grievances
- Assists in conducting employee opinion surveys on a periodic basis and suggests changes to Senior Management based upon those surveys
- Stays current and maintains compliance with Federal/State employment and labor laws
- Ensuring employees follow all policies and procedures
- Assessing reports provided by the HR team, team leaders and operations managers to determine employee performance and training needs
- Researching compensation standards set by industry and governing bodies in order to create salary structures and administer employee benefits
- Creating recruitment plans, interview schedules and evaluation standards in accordance with HR methodologies and labor laws
- Supervising all HR activities, communications, reports, requests and documents created and received by the team
- Overseeing exit interviews and procedures
- Driving is required

Requirements:Qualifications/Credentials
- Minimum of 5 years of progressively responsible experience in Human Resources
- Master’s preferred/bachelor’s degree in human resource or related field
- Experience in non-profit/social services programing
- PHR or SPHR certification highly preferred
- Experience with Paylocity
- Strong supervisory, interpersonal, communication and organization skills
- Able to work independently and complete projects
- Detailed oriented with the ability to multi-task and prioritize projects
- Demonstrated ability to work with a wide range of assigned programs, with different needs and challenges
- Ability to travel to multiple programs
- HRIS, payroll, database, MS Word, Excel and Outlook experience
