Bay Systems Consulting is seeking a motivated, career and customer-oriented Protective Technology Branch (PTB)
Operations Manager on a Department of State (DOS) contract providing protective technology services
at U.S. embassies and consulates throughout the world. The PTB Operations Manager will assist the
Special Programs & Joint Initiatives (SPJI) program by maintaining operational situational awareness and
synchronization or missions and support across the Protective Technology Branch.
Must possess an active Top Secret security clearance.
Responsibilities include
- Subject Matter Expert (SME) responsible for keeping the PTB Chief informed of scheduled, planned and future operational requirements and synchronization efforts across the Branch.
- Maintain situational awareness of the PTB sections operational tempo and associated requirements.
- Brief PTB operations during the weekly Branch meetings.
- Coordinate with the PTB sections to ensure operational requirements are accurately captured and tracked via the PTB digital dashboard.
- Synchronize operational support requirements across the PTB sections.
- Conduct regular operational coordination meetings and provide data to support weekly, monthly and quarterly reporting requirements per the PTS contract.
- Collaborate with customers to identify current tasking and to develop program objectives.
- Create task execution plans and synchronization matrices to ensure efficient execution of PTB level missions.
- Track tasks, deliverables and Requests for Information (RFIs) that will be monitored at the PTB level.
- MS Project and other program management tools may be required to administer for the performance of all duties.
Basic Qualifications:
- Bachelor’s Degree or equivalent experience.
- Overall, a minimum of eight (8) years of technical and related experience in the management and technical support for IT or communication systems is required.
- Previous experience supporting the Department of State.
- Strong project management capabilities
- Strong verbal and written communication skills, organizational, problem solving, and interpersonal skills are highly desired.
- Must be capable of planning, coordinating, and monitoring higher level operations across all for CONUS and OCONUS missions.
- Must be capable of managing project schedules and deliverables to ensure the team is meeting performance objectives.
- Position requires self-motivation and the ability to work effectively under minimal supervision.
- Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner.
- Must demonstrate a good attitude and ability to work as a member of a cohesive team.
- Must be able to multitask efficiently, work in a fast-paced environment on multiple projects and have strong attention to detail.
- Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint).
Preferred Qualifications:
- Prior operational experience within the Interagency or for a company supporting government operations.
- Prior experience briefing senior leadership on operational tempo and requirements.
- PMP Certification or Similar.
- Security Clearance Requirements:
- Must possess an active Top Secret security clearance.
- Must be eligible for a TS/SCI to meet full performance requirements.
Travel Requirements:
- May be required to travel CONUS and OCONUS to support PTB operational requirements.
- OCONUS travel may include critical threat locations around the world with austere living conditions.
Salary : $100,000 - $160,000
