Description

To perform the management functions of the Aging and Disability Services Section in the Department of Human Services, including the Aging and Disability Resource Center (ADRC), Aging and Disability staff and programs. This includes the planning, organizing, and directing services to the elderly, frail elderly, and adults with disabilities. It also includes the management of the Aging and Disability Services annual budget, providing management and supervision to the ADRC,, adult Protective Services, and Older American’s Act programming staff, and ensuring the health and safety of individuals who are recipients of aging and disability services.

Examples of Duties

Program and Budget

1. Maintain a working knowledge of and interpret program rules, manuals, and regulations; develop and maintain policies and procedures; and develop and maintain standards to monitor compliance and evaluate quality.
2. Develop plans and budgets, monitor plan compliance, and regularly review expenditure reports/financial statements.
3. Review and apply for grants that will improve or expand on services. Administer grants that are awarded.
4. Educate staff on allowable costs per funding source, review and approve employee requests to purchase, request for contracts, grant expenditures, etc. to ensure funds are used appropriately
5. Maintain a working knowledge of state data systems, provide operating instructions to staff users, and be knowledgeable of available reports and appropriate report use.
6. Prepare and present periodic reports to the Board, the public, and other boards/committees/organizations as assigned.
7. Demonstrate a commitment to county safety, employee safety, and risk management.

Staff Supervision
  • Evaluate staff resources and identify staffing needs.
  • Assist in recruiting, interviewing and hiring staff.
  • Provide orientation and technical training for staff using standardized procedures.
  • Assign work and provide consultation, follow up and support.
  • Conduct regular section meetings.
  • Hold regular individual conferences with staff to provide direction on task completion and consistent feedback on work performance.
  • Prepare and maintain job descriptions for staff positions.
  • Complete employee performance reviews, counsel and motivate staff to perform effectively and efficiently, and recommend disciplinary action if appropriate.
  • Identify individual staff development/training needs/opportunities and quarterly or annual goals and outcomes as needed.
  • Promote and encourage a professional environment.
  • Promote consultation and supervision remotely to employees via telephone or email as needed to facilitate emergency response.
  • Provide back-up supervision for staff in other sections in the absence of the Director and/or other Section Manager.

Service Delivery
  • Administration of the local branch of the Aging and Disability Resource Center – Bayfield.
  • Oversee and administer the Older American’s Act Programs including providing direction, management, supervision, and oversight to the Elderly Nutrition Program (ENP) Supervisor who oversees the Elder Nutrition Program and provide direct supervision to ENP employees and volunteers.
  • Review reports, case narratives, billings, expense accounts, leave requests, etc. approve and process them in an accurate and timely basis to ensure consistent workflow. Approve documents in accordance with program regulations and agency and county policy.
  • Assist in identifying, developing, and maintaining resources to meet program needs.
  • Monitor accountability and efficiency of service delivery.
  • Develop contracts for service, monitor status, and provide feedback to the Director.
  • Coordinate service delivery within the section, department, with other county departments and within the community as needed.
  • Provide direct services in the absence of staff.
  • Assist in the resolution of complaints regarding staff or programs.

Interagency Awareness, Public Relations, and Community Education
  • Provide information and clarification to other sections of the department and other agencies/organizations regarding section responsibilities and activities.
  • Assist in the development of resources to deliver program information to targeted populations and the general public.
  • Serve as a member of committees or workgroups related to the function and purpose of the section and the department.
Administrative
  • Participate in individual conferences with the Director.
  • Participate in administrative staff meetings.
  • Chair/serve on administrative and advisory/policy/procedure committees.
  • Ensure program and personnel policies and procedures are adhered to.
  • Participate in staff development/training activities to enhance supervision and program management skills.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree from an accredited school with a human services related degree and a preference for a degree in social work. A master’s degree in social work or related field with applicable prior social work experience preferred.
  • Five (5) years of social work experience.
  • Supervisory experience, including staff development and training.
  • Restaurant manager certification or ability to become certified within 12 months of employment.
  • Valid driver’s license and reliable transportation.

    Physical Demands
  • Ability to sit or stand for extended periods of time while performing duties.
  • Ability to drive long distances for statewide meetings and training.
  • Ability to make home visits.
  • Requires physical demands such as seeing, hearing, and color perception to make judgments both in the office and out in the field as it relates to analysis of elder abuse and neglect.

Knowledge, Skills, and Abilities


  • Extensive understanding of laws, regulations, and practice pertaining to aging and disability programs.
  • Thorough knowledge of community human services resources and means of access.
  • Ability to direct, supervise and evaluate staff and to provide effective consultation.
  • Ability to effectively communicate information orally and in writing.
  • Ability to carry out special and general assignments requiring organization of materials and development of procedures.
  • Ability to establish and maintain effective working relationships with other employees, agencies, and the public.
  • Ability to support and promote the department’s goals, programs, and staff.
  • Possess the skills and abilities required of Department social workers/coordinators related to interpersonal skills, personal/professional awareness, analytical thinking, communication skills, and organizational skills.
  • Proficient in the use of Microsoft products including, but not limited to Word, Excel and Outlook. Possess the ability to apply this knowledge to process data, analyze statistics, and communicate effectively.


Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. The work week is 40 hours per week (2080 hours per year).

Insurance:
Health insurance through the State of Wisconsin Employee Trust Fund is available to employees that are eligible for the Wisconsin Retirement System. The employer pays a portion of family, and single plan premiums. Coverage is effective upon completion of one full calendar month of employment. The health insurance includes a prescription drug plan.

Both Disability and Life Insurance are available. Employer provides basic disability insurance coverage at no cost to the employee. Employee may purchase enhanced disability insurance. Employee may purchase basic, supplemental and spouse/child life insurance through payroll deduction.

Voluntary Insurances: Voluntary insurances including Dental, Vision, Accident, Critical Care, Short Term Disability and Cancer Care are also available.

A Section 125 Plan (Flexible Spending) is available.

Sick Leave:
Sick time is accumulated at the rate of eight days (64 hours) per year. New employees are allocated 40 hours of sick leave upon hire, which may be used for any purpose during the first year of employment.

Vacation (full-time employees):
Upon Hire: 40 hours
After one (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (15) years: 200 hours

Up to 40 hours of vacation may be carried over to the next year and must be used within 6 months of your anniversary date.

Holidays:
New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve

Retirement:
Wisconsin Retirement System. The employee is responsible to contribute the statutory employee share (appx 6.95%) of retirement. An optional Deferred Compensation Program is available.

Employees are required to utilize a direct deposit account for payroll purposes. Funds may be directed into a maximum of 3 separate bank accounts.
