Description

To perform the chief administrative officer functions of the Department of Human Services. Responsible for the professional and administrative oversight of all activities and programs administered by the Human Services Department in accordance with State Statutes 46.23. Work includes planning, organizing, managing and implementing a broad range of human services programs, including social services, unified, services, aging and disability services and federal/state/county income maintenance services.

Examples of Duties

  • Maintaining clear and effective communications.
  • Enforcing County policies and ordinances.
  • Preparation and submission of an annual budget request on behalf of the department and for the overall management of the approved budget for the year.
  • Managing, supervising, and directing the personnel of the department subject to the Bayfield County Personnel Policies and Procedures and other laws and regulations.
  • Planning future activities of the department and contributing to the County’s strategic plan.
  • Ensuring the required reporting obligations of the department are met and maintaining effective file/information systems.
  • Provides administrative leadership for departmental activities including program and policy development, grant writing and development, program implementation, and evaluation
  • Directs and supervises the work of section managers.
  • Assists staff in dealing with difficult consumer situations through direct contact or consultations; reviews cases as needed.
  • Evaluates programs and services on an ongoing basis for effectiveness. Recommends program changes, elimination, or expansion within statutory and fiscal limitations.
  • Develops and implements departmental operating procedures for all activities including personnel, record maintenance, and reporting
  • Develops and presents Budget proposals to the Humans Services Board, the County Board, and the County Administrator; monitors budget progress throughout the fiscal year.
  • Develops and implements contracts for services to ensure the most effective use of available funds; investigates additional sources of funding and develops and submits proposals to obtain funds; monitors contract performance.
  • Develops Human Services Board Agendas and board packets; prepares and develops program and policy information for Board consideration; schedules meetings.
  • Meets with staff, County Board, and appropriate committees as needed to discuss activities or human services programs and obtain support.
  • Serves as an advocate for county human services at the local, state, and federal levels regarding resources, staff, and funding.
  • Responds to questions or complaints from citizens.
  • Participate in interviews to screen and select department employees in accordance with personnel policies; completes performance evaluations for section manager; reviews other staff performance evaluations to provide mentorship and promote consistency.
  • Works closely with Human Resources and section managers on personnel and performance to recognize, promote, or discipline staff.
  • Plans, administers, supervises and evaluate, directly and through delegation, the responsibilities and performance of staff and contract agencies for the efficient and effective operation of the programs.
  • Provides supervision, direction, coaching, and mentoring to department section managers through individual conferences and management group meetings.
  • Attends meetings within the County; participates in county-wide workgroups and advisory committees involved in the development of shared work product or program oversight.
  • Perform related duties as may be required or assigned.

Qualifications

  • Graduation from an accredited college with bachelor’s degree related to the delivery of human services. Master’s degree preferred.
  • Five years of experience in an administrative and supervisory capacity.
  • Thorough knowledge of programs related to social services, mental health, alcohol and other drug abuse and developmental disabilities.
  • Thorough knowledge of preparing and monitoring budgets.
  • Knowledge of human behavior and basic practices of a social worker.
  • Demonstrated strong technology skills.
  • Minimum of Eight (8) years of experience working in human services or a related field.
  • Experience interacting with Native American Tribes preferred.
  • Valid Driver’s License

Physical Requirements:
  • Ability to sit or stand for extended periods of time while performing duties
  • Ability to drive long distances for statewide meetings and training
  • Ability to make home visits
  • Ability to lift up to 20 pounds
  • Requires physical demands such as seeing, hearing, and color perception to make judgments both in the office and out in the field as it relates to analysis of cases.

  • State and federal human services programs and requirements
  • Human service needs assessment methodologies, grant programs, and budgeting procedures.
  • The legal requirements for social service programs, including client rights, confidentiality, and non-discrimination.
  • The principles of human growth and development, psychology, systems theory, and human motivation.
  • Goals, principles, and practices of social services programs, program administration, and program goals and their intended impacts.

Demonstrated skill and ability to:
  • Ability to provide strong leadership and make quality decisions
  • Ability to communicate effectively with individuals of varying abilities, interests, and concerns
  • Ability to plan and direct the work of others
  • Ability to comprehend complex human service problems, identify alternative solutions, and prepare appropriate recommendations
  • Ability to interact with the Red Cliff Band of Lake Superior Chippewa.
  • Ability to establish and maintain effective working relationships with public officials, contract agencies, other County employees, and the public.
  • Ability to research and analyze data related to human service programs, demographics, and economics
  • Ability to prepare clear and concise reports on policy, administrative and technical subjects
  • Ability to prioritize and follow through on multiple tasks
  • Ability to communicate orally and in writing with a wide variety of individuals, groups, and businesses
  • Ability to operate a computer and other general office equipment.
  • Ability to establish and maintain effective and professional working relationships.
  • Ability to prioritize and organize job assignments
  • Ability to manage time effectively, manage multiple projects, and complete work within established deadlines.
  • Ability to work the allocated hours of the position.


Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. The work week is 40 hours per week (2080 hours per year).

Insurance:
Health insurance through the State of Wisconsin Employee Trust Fund is available to employees that are eligible for the Wisconsin Retirement System. The employer pays a portion of family, and single plan premiums. Coverage is effective upon completion of one full calendar month of employment. The health insurance includes a prescription drug plan.

Both Disability and Life Insurance are available. Employer provides basic disability insurance coverage at no cost to the employee. Employee may purchase enhanced disability insurance. Employee may purchase basic, supplemental and spouse/child life insurance through payroll deduction.

Voluntary Insurances: Voluntary insurances including Dental, Vision, Accident, Critical Care, Short Term Disability and Cancer Care are also available.

A Section 125 Plan (Flexible Spending) is available.

Sick Leave:
Sick time is accumulated at the rate of eight days (64 hours) per year. New employees are allocated 40 hours of sick leave upon hire, which may be used for any purpose during the first year of employment.

Vacation (full-time employees):
Upon Hire: 40 hours
After one (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (15) years: 200 hours

Up to 40 hours of vacation may be carried over to the next year and must be used within 6 months of your anniversary date.

Holidays:
New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve

Retirement:
Wisconsin Retirement System. The employee is responsible to contribute the statutory employee share (appx 6.95%) of retirement. An optional Deferred Compensation Program is available.

Employees are required to utilize a direct deposit account for payroll purposes. Funds may be directed into a maximum of 3 separate bank accounts.
