Civil Engineer
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position SummaryBB&E is seeking a dynamic and detail-oriented Civil Engineer to join our team to provide expert civil engineering support for the planning, design, construction, and maintenance of critical infrastructure and facilities to the United States Army Corps of Engineers (USACE), Caribbean District (South Atlantic Division [SAA]) in Puerto Rico which is responsible for managing the planning, design, and construction of Civil Works, Military and Interagency and International Support (IIS) Projects throughout the Caribbean region. This role involves collaborating with cross-functional teams to develop innovative and effective solutions for a range of civil works projects throughout the Caribbean, supporting the USACE in their mission.
Job Duties & Responsibilities- Civil Engineering Support & Consultation
- Provide independent, professional civil engineering services, including consultation and support throughout the lifecycle of projects (planning, design, construction, and maintenance)
- Ensure projects are designed, constructed, and maintained in compliance with all relevant regulations, codes, and best practices
- Act as a subject matter expert, offering engineering analysis and recommendations for complex technical challenges encountered during the project phases
- Project Coordination & Stakeholder Engagement
- Participate in conferences and meetings with project stakeholders (eg, project managers, contractors, architects, and environmental specialists) to gather requirements, discuss progress, and resolve issues
- Collaborate with other engineering and architectural disciplines to ensure all systems are integrated and aligned with the specific project requirements, enhancing overall system functionality and performance
- Assist in the coordination of project deliverables, ensuring that work is completed on time and within budget
- Design & Technical Deliverables
- Prepare comprehensive plans and specifications for final designs to be used in construction, ensuring that all engineering calculations and analyses are accurate and meet the project requirements
- Review and refine designs to ensure they meet safety, quality, environmental, and sustainability standards
- Ensure that all final design documentation is clear, complete, and professionally formatted for construction award
- Leadership & Mentoring
- Lead a team of engineers to produce technical deliverables, overseeing design development, quality control, and the preparation of documents for submission
- Provide guidance and mentoring to junior engineers and technical staff, promoting continuous improvement and skill development
- Compliance & Safety
- Ensure that all projects comply with relevant safety policies, guidelines, and regulations, including the proper use of personal protective equipment (PPE) on job sites
- Lead by example to enforce safety practices, contributing to a culture of safety throughout project execution
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Certification: Registration as a Professional Engineer (PE) in the discipline of Civil Engineering is preferred
- Knowledge and Competencies
- Strong understanding of civil engineering principles, including structural design, materials, water resources, transportation, geotechnical engineering, and construction management.
- Familiarity with building codes, design standards, and relevant regulations (e.g., local codes, federal standards, environmental guidelines).
- Understanding of budgeting and project management techniques, including tracking and reporting on costs, timelines, and progress
- Ability to prepare professional reports, specifications, and other technical documentation for internal and external use
- Leadership skills to manage teams effectively, set priorities, and mentor junior engineers
- Knowledge of local Puerto Rico building codes and environmental regulations is highly desirable
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences, including project stakeholders, contractors, and regulatory agencies
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint; working knowledge of Autodesk products, including 3D modeling using Civil3D is required; experience with AutoCAD for drafting and Revit for building information modeling (BIM) may be advantageous; experience with hydraulic and hydrological modeling software (e.g., HEC-RAS, HEC-HMS, or similar tools) is a plus
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
- Experience
- A minimum of 5 years designing civil works infrastructure type projects (roadways, utilities, levees, channels, dams, etc.), including preparing plans and specifications on final designs for construction award is required
- Demonstrated experience leading other engineers in producing technical deliverables and managing project components, ensuring quality and timely results
- Experience in project management, particularly in managing the design and construction of large-scale civil infrastructure projects in the Caribbean or similar regions
- Experience with government contracts, especially in federal infrastructure projects, including those with the U.S. Army Corps of Engineers (USACE) or other federal entities
- Education: A minimum of a Bachelor s degree in Civil Engineering from an ABET accredited university is required; a Master's degree in a related field may be beneficial but is not required
- Physical Requirements: Must have the ability to: stand/walk/kneel/crouch and to remain in a stationary position at least 60% of the time; operate office equipment, including computer, copy machine, phone, etc.; use hands to finger, handle or feel objects or controls; reach with hands and arms; lift up to 25 lbs.; speak clearly so listeners can understand; understand the speech of another person; talk or hear both in person and by telephone; see details of objects that are more than a few feet away; work on-site
- Work Environment: Must be comfortable working both indoors and outdoors, with exposure to varying weather conditions; occasionally required to navigate rough terrain, work in confined spaces, and operate at heights
- PPE & Safety: Required to wear personal protective equipment (PPE) as necessary; may encounter hazards or contaminants during work tasks
