Program Manager
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Program Manager to join our team, supporting the Air Force Civil Engineer Offutt Execution Branch (AFCEC/CFDO) Program Management Office (PMO). Key support tasks include managing furnishings, fixtures, equipment (FF&E), audio visual (AV), and intrusion detection systems (IDS). The Program Manager will be assigned to a specific campus, either the Non-Kinetic Operations (NKO), or the Nuclear Command, Control, and Communications (NC3) at Offutt Air Force Base (AFB) near Bellevue, NE. The role will also provide support to the Offutt AFB Floor Recovery Program Management Office (AFCEC/CFDO PMO) and ensure continuity of operations during the absence of other Program Managers.
Job Duties & Responsibilities
- Lead the planning, coordination, and execution of FF&E, AV, and IDS support for assigned campuses (NKO or NC3)
- Provide support across the scope of the BB&E A&AS support contract and assist the AFCEC/CFDO PMO as needed
- Ensure operational continuity by maintaining awareness of the tasks managed by other Program Managers and providing coverage during their absences
- Collaborate with stakeholders to achieve project goals efficiently
- Identify and resolve issues related to task management, scheduling, and resource allocation
Key Qualifications
- Prior experience with Strategic Command (STRATCOM) and Offutt Air Force Base is highly desirable
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Certification: Must possess a professional registration or certification

Knowledge and Competencies
- Strong background in program management or project management, particularly in operational or facility-related tasks
- Familiarity with FF&E, AV, and IDS systems is highly preferred
- Exceptional organizational and problem-solving skills
- Ability to work collaboratively in a dynamic, team-oriented environment
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey technical concepts to diverse audiences
- Software: Proficiency using MS Office including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of 9 years in program management or related field and a professional registration or certification is required
- Education: A minimum of a Bachelor of Science degree, or any bachelor’s degree in any field and 10 years directly applicable experience is required. Degree(s) must be from an accredited college or university
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
