Total Solutions, Inc. (TSI) is seeking experienced personnel to support the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program’s disaster-related operations.
The PA Program provides supplementary Federal assistance to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. These program activities are highly visible and require the services of skilled and professional personnel.
Responsibilities:
Research, draft, respond to and track formal inquiries to FEMA regarding Public Assistance decisions, goals, and status and/or issue resolutions.
Draft Determination Memos
Research and develop specific, concise responses providing detailed, critical insights on progress, goals, status, issue resolution and accomplishments on high profile and/or politically sensitive issues.
Develop high level guidance documents including concept of operations and standard operating procedures, briefing materials, and issue
Provide support to the FEMA PA program management team by researching applicant/sub-recipient issues, FEMA PA policy, and provide recommendations accordingly.
Review RFIs and provide feedback.
Assist in the development of PA Program guidance documents, reports, job aids, training and tools when needed.
Coach/mentor FEMA staff, as needed.
Participate in regular FEMA meetings to provide updates on work products, as needed.
Update/maintain established excel program trackers, as assigned.
Update/maintain excel project trackers for assigned workload.
Additional ad-hoc requests as assigned.
Qualifications:
Must have a bachelor’s degree and 5 years of experience in disaster fieldwork or field of expertise; a graduate level degree or professional registration with 2 years of experience in disaster fieldwork or field of expertise; or 10 years of experience in disaster fieldwork or in field of expertise.
Must be proficient in generating general and technical reports, briefings, correspondence, and compliance documentation.
Must have the ability to communicate orally and in writing to coordinate with others and formulate letters in response to correspondence and inquiries from internal/external stakeholders.
Should have familiarity of the PA Program to act as a representative and to interface with other program personnel.
Should have thorough knowledge of PA eligibility, law, regulations, and policies.
Should have the ability to manage multiple projects under tight deadlines and rapidly identify and recommend solutions to issues, concerns, or problems that may arise during product development.
Should have knowledge of Federal, State, and local government organizational structures and relationships related to emergency management programs
Prior Public Assistance (PA) experience is strongly preferred, but not required
