Total Solutions, Inc. (TSI) is seeking experienced personnel to support the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program’s disaster-related operations. The PA Program provides supplementary Federal assistance to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. These program activities are highly visible and require the services of skilled and professional personnel. We are recruiting for several civil engineers and the work will be based in North Carolina. This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance.

Job Responsibilities:• Develop cost-effective measures to eliminate or reduce future damages to damaged facilities.• Develop measures to reduce repetitive damage-to-damage public facilities in accordance with Section 205 of the Disaster Mitigation Act of 2000.• Provide technical assistance to applicants in developing measures to reduce repetitive damage to damaged facilities and cost-effective mitigation measures for damaged facilities in accordance with FEMA’s policies and regulations.• Evaluate the effectiveness of mitigation measures that have been implemented in accordance with approved Hazard Mitigation Proposals.• Write reports, scopes of work and detailed correspondence with respect to program parameters and 406 Mitigation proposals.• Develop agendas, conduct meetings, and record action items.• Tabletop Site Inspections (identify and quantify specific components)
Required Experience:• Must have experience reviewing construction drawings and change orders for large commercial facilities to provide technical guidance/recommendations.• Must have knowledge of road and bridge construction, with the ability to review plans and specifications.• Should have thorough knowledge of PA eligibility, law, regulations, and policies.• Should have experience in cost estimate development.• Should have knowledge using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate• Specialists must have bridge knowledge, including identification of resilience measures, consensus-based codes and standards, and bridge design and improvements
Education Requirements:
Bachelor's Degree with 5 years of experience in a related field and professional registration or Bachelor's Degree with 10 years of experience in a related field.
