Total Solutions, Inc. (TSI) is seeking experienced personnel to support the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program’s disaster-related operations. The PA Program provides supplementary Federal assistance to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. These program activities are highly visible and require the services of skilled and professional personnel. We are recruiting for several civil engineers and the work will be based in North Carolina. This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance.

Job Responsibilities:
Prepare for site inspection: receive, review, and accept a work order request; coordinate with all site inspection participants; and gather the tools, information and documents needed to conduct site inspections.
Receive and accept site inspection work order assignments through Grants Manager.
Coordinate logistics with participants and learn as much as possible about damaged roads before the inspection.
Call the Applicant’s representative one business day before the inspection.
Fill out a Site Inspection Report (SIR)
Discuss the Applicant’s intended method of repair
Take photos of the facility and components
Complete the SIR and request the Applicant’s signature
Meet with PDMG to debrief
Enter SIR data into Grants Manager
Create and upload documents
Review the SIR and DDD using the DDD Review Checklist
Send DDD to the PDMG
May be tasked with overseeing mid-level engineers and/or managing complex projects.
Required Experience:
Must have extensive experience reviewing construction drawings and change orders for large commercial facilities to provide technical guidance/recommendations.
Must have the ability to manage multiple projects under tight deadlines and rapidly identify and recommend solutions to issues, concerns, or problems that may arise during product development.
Must have the ability to communicate orally and in writing to coordinate with others and formulate letters in response to correspondence and inquiries from internal/external stakeholders.
Must have experience estimating large repair/replacement infrastructure projects including bridges, wastewater treatment plants, medical and educations facilities, etc.
Must have extensive knowledge/experience estimating costing on various complex construction projects.
Must be proficient in Microsoft Office, i.e., Word.
Must have the ability to navigate the internet for research purposes.
Must be competent in smart phone usage.
Should have extensive knowledge of PA eligibility, law, regulations, and policies.
Should have demonstrated experience in cost estimate development.
Should have knowledge using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate.
Should have demonstrated experience with applicants with large and complex recovery portfolios with specialized/complex projects.
Should be proficient with Grants Manager.
Required for some positions:
Some positions must have significant experience with debris removal activities, such as clearance, removal, recycling, and disposal.
Some positions must have knowledge of road and bridge construction, with the ability to review plans and specifications.
Education Requirements:
Must have a bachelor’s degree with 10 years of experience in a related field and professional registration or bachelor’s degree with 15 years of experience in a related field.
