Total Solutions, Inc. (TSI) is seeking experienced personnel to support the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program’s disaster-related operations. The PA Program provides supplementary Federal assistance to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. These program activities are highly visible and require the services of skilled and professional personnel.This contract will provide technical assistance in the form of architect-engineer, and other related professional services to assist FEMA with its support of the Stafford Act’s programs. The Senior Level Program Manager will provide management oversight for all technical tasks on this contract, including the following:
• Preliminary damage assessment• Public assistance (PA) disaster operations• Pre-operations planning• Project formulation• Project management• Project closeout• Insurance consideration• Environmental compliance• Historic preservation compliance• Hazard mitigation• Debris and other emergency operations• Information technology• Personnel training• Customer satisfaction surveys• Financial analysis• All reporting requirements
A successful candidate for this role should be a subject matter expert on program management and Federal Emergency Management Agency (FEMA) Public Assistance (PA) policy, as they will work to appropriately guide clients through both administrative and policy challenges involved in the post-disaster recovery process. The Senior Disaster Recovery Program Manager will support clients on-site.
Education and Experience:• Bachelor's degree in Business or a related technical field and 15 years of experience performing program management functions to include experience previous experience as a Project Manager on multiple projects• Seems like FEMA experience should also be required.
