The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) is a regional planning agency within the tri-county region of South Carolina. The BCDCOG oversees the daily operation of Charleston Area Regional Transportation Authority (CARTA) and BCD Rural Transportation Management Association (BCDRTMA dba TriCounty Link).
Summary
This position is responsible for employee safety, Occupational Health and Safety Administration (OSHA) training and workers’ compensation issues. This position will have day-to-day responsibility for ensuring completion of safety related activities for the Lowcountry Rapid Transit project as required by the Federal Transit Administration (FTA).
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Adhere to and enforce all ethical standards by which the agency operates by allocating staff time and resources, as necessary, to carry out the provisions of this plan.
- Preparing the Safety & Security Management Plan (SSMP) in coordination with the Director of Operations, including establishing safety tasks, roles, and certification procedures.
- Responsible for establishing the Fire/Life Safety & Security Committee (FLSSC) and Safety & Security Review Committee (SSRC).
- Responsible for chairing and coordinating FLSSC and SSRC.
- Providing oversight of development and implementation of the integrated test plan.
- Delegating day-to-day responsibility for safety management to the LCRT project staff and consultants, as indicated in this plan.
- Participating in design reviews.
- Monitoring compliance with safety reporting on project status.
- Providing oversight of the verification process.
- Participating in readiness drills.
- Preparing the safety certifications at each project stage
Qualifications
Bachelor’s degree with emphasis in public transit logistics or safety management preferred. Five or more years of transit management and/or safety management experience preferred. Working knowledge of federal and state safety laws, particularly OSHA standards and regulations. Excellent communication and organization skills, with the ability to multitask. General knowledge of Berkeley, Charleston, and Dorchester Counties.
