About this Program Head Start is a nationwide comprehensive child development program serving pregnant women, eligible children from birth to five years old, and their families. The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS), provides grants to local public, private non-profit, and for-profit agencies to offer Head Start and Early Head Start services to economically disadvantaged families.
