Job Summary:
BDO is seeking a Facility Security Officer (FSO) who will be responsible for the daily administration of the organization’s industrial security program. The individual in this position will oversee the implementation and management of security policies and procedures to ensure compliance with federal regulations, such as The National Industrial Security Program Operations Manual (NISPOM). The role will ensure the protection of classified and sensitive information, conduct audits and inspections, and mitigate security risks to safeguard the facility and its operations.
Job Duties:
- Implements and enforces security policies and procedures in compliance with federal regulations, including NISPOM
- Manages and processes personnel security clearances and maintain security documentation
- Conducts security training, briefings, and debriefings for employees with access to classified information
- Maintains and oversees classified document control and secure storage areas
- Investigates and reports security incidents or violations promptly to appropriate authorities
- Develops and updates facility-specific security plans and emergency procedures
- Monitors and manages access control systems to ensure only authorized personnel have access to secure areas
- Stays informed on changes in security regulations and implements necessary updates
- Maintains the Public Sector’s security education program, conducting security awareness, controlled unclassified information, and insider threat training to all cleared employees
- Maintains and updates the firm’s Standard Practices and Procedures (SPP) and Insider Threat Program (ITP) documents
- Conducts the firm’s NISP annual security self-inspection, coordinating with internal stakeholders and DCSA representatives as appropriate
- Manages and responds to DCSA continuous monitoring and audit requests
- Tracks and manages all relevant documentation requirements pertaining to the facility clearance—SF328 FOCI, Key Management Personnel List, DD254 contract list and supporting documentation, Standard Practices and Procedures, Insider Threat Program, Security Self-Inspection, and certification
- Liaisons between the firm and its clients and teaming partners on security clearance matters, i.e., visitor access requests, etc.
- Prepares and supports proposals security requirements—preparation of full security volumes or select solicitation requirements
- Maintains annual 40 hours of continuous learning, (to include professional memberships, forums, lunch and learns, roundtables, online training courses, and maintaining certifications)
- Other duties as required
Supervisory Responsibilities:
May oversee and manage security activities of security associates and senior associates, as neededQualifications, Knowledge, Skills and Abilities:
Education:
- Bachelor’s degree, required; with a focus in Security Management, Criminal Justice, or Business Administration, preferred
Experience:
- Five (5) or more years of experience with security engineering, risk management, industrial security, security operations, or related experience, required
- Experience managing and implementing security program requirements, required
- Experience in managing and implementing an industrial security program with extensive knowledge of the NISPOM, DISS, NISS, and associated government security databases, required
- Experience with Intelligence Community security clearance process and protocols, preferred
- Experience with Sensitive Compartmented Information Facility (SCIF) accreditation processes, preferred
License(s)/Certification(s):
- Active Top Secret security clearance, required
- TS/SCI security clearance with Polygraph, preferred
- Completion of Center for Development of Security Excellence (CDSE) training for FSOs, preferred
- Completion of DCSA FSO Program Management for Processing Facilities program, preferred
- Security Certification, such as Certified Facility Security Officer (CFSO), Industrial Security Professional (ISP), or other certifications addressing security, risk management, security engineering, security assessment & testing, or security operations, preferred
Software:
- Proficient in the use of Microsoft Office Suites (Excel, PowerPoint, and Word), required; advanced proficiency, preferred

- Thorough knowledge of the National Industrial Security Program Operating manual (NISPOM)
- Comprehensive understanding of NISPOM, DCSA requirements, and other federal security regulations

- Knowledge of personnel security clearance processes and security databases (e.g., DISS, e-QIP)
- Understanding of risk management principles and incident response procedures
- Thorough knowledge in using security management tools and software
- Analytical and problem-solving skills to assess and mitigate security risks
- Attention to detail for accurate documentation and compliance monitoring
- Ability to interpret and apply federal security regulations to facility operations
- Capability to conduct thorough investigations of security incidents and violations
- Aptitude for maintaining confidentiality and handling sensitive information responsibly
- Ability to interact effectively with people at all organizational levels within the client organization and in the firm
- Excellent verbal and written communication skills
- Ability to work independently and collaborate within a team environment and with a customer service focus

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate’s qualifications, experience, skills, and geography.
National Range: $100,000 - $130,000
Maryland Range: $100,000 - $130,000
NYC/Long Island/Westchester Range: $100,000 - $130,000
Washington DC Range: $100,000 - $130,000
