BDR is seeking a Program Manager to join our growing team! The ideal candidate will be remotely based (as long as 8AM to 5PM EST office hours can be supported) with the bulk of their duties performed virtually from their home office.

Role Overview
The Program Manager will provide oversight for a range of privacy compliance activities aimed at protecting Veterans’, their families’, and VA staff’s personal data. Primary responsibilities include management of program resources to meet contractual obligations, coordinating with multiple stakeholders, and ensuring compliance with government regulations. The Program Manager should have extensive experience in program management and a strong understanding of government contracting processes.
Responsibilities
· Management and Oversight: Lead and manage all Contractor employees, assigning workloads and providing clear direction to ensure high-quality service delivery
· Privacy Services: Oversee the provision of comprehensive privacy compliance services, including:
o Privacy Act functions implementation, including management of the System of Record Notices (SORN) and Computer Matching Agreement (CMA) processes, communications with system managers, and tracking SORN and CMA status and risks;
o Privacy Controls and Overlays compliance, including providing privacy guidance related to NIST 800-53 Privacy and Security Controls and NIST Risk Management Framework and preparing stakeholders for privacy-related controls compliance activities;
o Enterprise Social Security Number Reduction support, including maintaining program strategic planning documents, developing Department-wide reporting; and data collection and analysis of systems using SSN;
o Privacy Continuous Monitoring support, including development and implementation of a privacy continuous monitoring strategy, development of privacy status dashboards and reports, and system-level continuous monitoring guidance;
o Privacy Program and Performance Management Office support, including development of Privacy Service annual business plans and annual reporting, weekly and monthly project status reports, and program performance and optimization activities.
· Reporting and Communication: Deliver monthly status reports and perform risk management; Maintain excellent working relationships with clients within Privacy Service and external stakeholders
· Ensure that all projects are delivered on time, within scope, and within budget
· Maintain comprehensive project documentation and generate regular reports to track progress and outcomes
· Perform process analysis, process improvement and monitor/control processes
· Demonstrated ability to quickly ramp up to support customer’s needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems
· Perform related duties as assigned by the Director of Operations
Required Minimum Qualifications
· Bachelor’s Degree
· 10 years with a bachelor’s degree
· Experience working as a contractor or an employee of a federal agency
· Experience working in a consulting environment and understanding of client/customer relations
· Familiarity with VA Information and Technology environments
· Strong problem-solving and analytical skills
Required Skills and Experience
· Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
· Detailed knowledge and familiarity with project management and performance management procedures and processes
· Plan, monitor, and control relevant tasks outlined in the contract and statement of work
· Maintain knowledge of VA rules, regulations, privacy policies, and industry best practices
· Function as part of an integrated team sharing products, best practices, and information across the VA Privacy Service and enterprise-wide
· Be an advocate for our VA customer stakeholders and the ultimate beneficiaries of our solution - our nation’s Veterans
Desired Skills and Experience
· Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
· High attention to detail
· Strong problem-solving and analytical skills
· PMP, PMI-ACP, or equivalent certification
