POSITION SUMMARY: This position involves maintaining a child support case management system that will track, review and enter child support orders, modifications and payments received and disbursed; monitor account balances; maintain all individual and agency financial records necessary for federal and/or Tribal reporting on a monthly basis; prepare and send out periodic customer account statements; and preparing agency reports for the BRBCSS receipting. This position must have the ability to complete complex child support calculations and accurately certify accounts to clients, courts, attorneys and other state and Tribal jurisdictions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Allocate and distribute child support payments on a daily basis.
- Research and understand complex regulations and/or procedures and apply to child support financial distribution.
- Maintain accurate and complete financial records for each BRBCSS case where a child support court order has been established.
- Use accounting systems to store and retrieve child support financial data.
- Use multiple accounting systems for reconciling and distributing child support payments.
- Prepare and provide certified account statements for each case, as assigned or requested.
- Ensure that all child support disbursements are accurate and are recorded in each cases’ financial record prior to disbursement of the collection.
- Send delinquency notices to clients who have not met their child support obligations pursuant to court order.
- Review and accurately balance child support bank deposits against monthly bank statements as well as identify and research any discrepancies.
- Maintain and modify Excel spreadsheet equations so accounts, debits, and charges accurately.
- Address any concerns or questions a BRBCSS customer or staff member may have regarding the status of a child support account.
- Assist the Child Support Program Manager in completing all federal and Tribal reports. Access and understand the State of California automated child support system for tracking of account activity in inter-jurisdictional cases.
- Attendance at child support hearings in the Tribal Court, recording and note-taking of hearings as needed.
- Ability to comprehend and interpret a variety of documents including tax expense reports, case records, statutes, statistics, etc.
- Must accept confidentiality as a strict condition of employment.
- Ability to work with minimal supervision, well organized and able to handle multiple projects in a timely manner.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION/EXPERIENCE:
- Must be eighteen (18) years of age.
- Must have High School diploma or its equivalent.
- Must have an Associate’s degree in Accounting or Business:
- OR; equivalent combination of education and experience (Equivalent = two (2) year’s direct experience to one (1) year of education).
- Must have 2 /years of related experience in Accounting or Accounts Payable.
- Prior Child Support experience preferred.
- Must have two (2) years of experience with Microsoft Office and Excel.
- Prefer knowledge of Tribal, CFR, State and Federal laws applicable to the child support enforcement program.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Shall possess a valid driver's license and be insurable by agencies insurance.
- CPA, CMA or similar accounting certification preferred but not required.
- Must be able to pass a criminal background/fingerprint check and be bondable.
COMPUTER OPERATIONS:
- Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
LANGUAGE SKILLS:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES:
- Ability to operate standard office equipment (copier, fax, etc.).
- Must be able to work with American Indian people and be sensitive to their culture.
- Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
- Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
- Provide leadership to others through example and sharing of knowledge/skill.
- Must be detail oriented.
- Must be able to work all shifts, weekends, holidays & special events as needed.
