    POSITION PURPOSE: Responsible for the efficient planning, organizing, staffing, and managing of the budget function.

    ESSENTIAL FUNCTIONS:
    • Leads in the development of the annual operating budget, assisting in data collection, budgetary projections, and periodic budget amendments.
    • Manages and directs the development of the capital projects budget.
    • Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
    • Leads the preparation of an annual budget book and applies for national awards and recognition of the document.
    • Collaborates as part of a strategic planning team and incorporate District goals and strategies into the budget development process.
    • Presents budget information to Senior Staff, Superintendent, Board of Education, District staff and community.
    • Seeks areas of continuous improvement in the budget process, documentation, and presentations.
    • Provides advice to the senior management team on approaches that could be taken regarding budget matters that would be the most cost effective and which would improve the quality of services.
    • Researches financial topics and related legal issues for the purpose of evaluating compliance requirements and potential implications.
    • Assists a variety of internal and external agency personnel for the purpose of providing information and general support.
    • Performs analysis of budgetary items
    • Produces presentations for senior leadership, school board and public.
    • Promotes positive internal and external customer relationships through frequent contact.
    • Serve as a resource for principals, department leaders, campus financial specialists, and other staff in understanding the budget process and goals.
    • Provide staff training on budget and fiscal compliance.
    • Contributes to the effective team management of all relevant problems, issues, and opportunities.
    • Collaborate with a team to implement and administer a process of program evaluation and Academic Return on Investment to integrate into the budget development process.
    • Foster a culture of continuous improvement.

    ADDITIONAL DUTIES: Performs other related tasks as assigned by the Chief Financial Officer, Superintendent or other district office administrator as designated by the Superintendent.


    QUALIFICATIONS:
    • Requires a bachelor’s degree in Accounting, Finance or related field.
    • Certified Public Accountant or Masters Degree preferred.

    EXPERIENCE:
    • Five (5) or more years of successful experience in management.
    • Successful management experience including planning, organizing, directing, and staffing, including the development and management of large budgets.
    • Demonstrated ability to understand ordinances and laws in order to develop recommendations regarding District interaction with governmental agencies.
    • Demonstrated ability to recruit, select, manage, and evaluate personnel.
    • Demonstrated ability to work with diverse groups, and effectively communicate, both orally and in writing.
    • Demonstrated knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.
