SUMMARY: Under limited supervision, is responsible for the daily operation and management of the Fleet Maintenance department that repairs all light and heavy-duty vehicles and equipment including tractors, trailers, generators, excavators, pumps, and over 150 fleet vehicles as well as stationary equipment in the water and wastewater collection system.

ESSENTIAL DUTIES AND RESPONSIBILITIESDuties include but are not limited to:

  • Responsible for the daily management of the Fleet Maintenance Department that repairs all BJWSA vehicles and equipment used by BJWSA employees. Coordinates equipment downtime with employees, troubleshoots problems and determines appropriate course of action, orders parts and ensures correct coding of receipts, evaluates outsourcing repairs, re-issues repaired equipment for service, and maintains related records.
  • Performs numerous management duties for the Fleet Maintenance Department to include mentoring, training, instructing, assigning and reviewing work, allocating personnel appropriately, managing time and attendance and performing other personnel related functions such as performance management, providing recommendations for hiring, transfers, promotions, disciplinary actions, and discharge. Plans, supervises, and schedules work of subordinates.
  • Ensures safety and security policies are followed and implements changes when necessary.
  • Plans, schedules, and manages preventive and corrective maintenance on fleet vehicles which involves coordinating downtime with employees, troubleshooting repairs and determining appropriate course of action, scheduling outsourcing for major repairs, inspecting repaired vehicles to be re-issued to service, managing out- source contracts, maintaining spare keys for temporary issue, and maintaining required records.
  • Initiates, receives, reviews, processes, and transmits a variety of information and reports on a daily, weekly and monthly and annual basis such as work orders, vehicle maintenance schedules, personnel evaluations, timecards and fuel reports.
  • Responsible for inventory ordering and control of spare parts.
  • Approves all expenditures and manages equipment and vehicle maintenance budget.
  • Maintains all required records and computerized maintenance management system (CMMS) data of maintenance work, repairs, fueling information, etc.
  • Manages and maintains computerized (CMMS) and hard files of all related record keeping requirements for the operation to include repair & work order information, fueling reports, daily activity log, weekly vehicle inspection information, vehicle mileage, maintenance schedules, inventory information, etc.
  • Completes purchase requisitions for all purchases made or orders requested and codes all receipts.
  • Orders and maintains spare parts inventory for all vehicles and equipment. Identifies spare parts to be placed in inventory. Monitors inventory stock levels and ensures appropriate levels are maintained.
  • Serves as an in-house trainer for Automotive Service Excellence (ASE) certification preparation training for fleet maintenance department.
  • Provides all specifications and quotes for purchase of new vehicles and equipment and assures new vehicles and equipment are correct upon delivery from dealer and receipts for vehicle and equipment in MUNIS. Assures old vehicles and equipment are stripped, clean and ready to sell and provide photos and information to purchasing for auction.
  • Serves as Administrator for fleet telematics software and manages the installation, ordering and activation of all network fleet GPS units making sure all units are installed, working and operational.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Requires a high school diploma or equivalent and completion of a vocational/technical school program in auto/truck mechanics, diesel engines, hydraulics, high-pressure pumps, etc. Minimum of 5 years of experience dealing with small engines, welding, operating heavy equipment and hydraulics and 3 years’ experience leading/managing in a fleet maintenance environment. Requires computer experience in Microsoft Office Products with the ability to use software used by the Authority.

CERTIFICATES, LICENSES, REGISTRATIONS: Requires certification in Automotive Service Excellence (ASE) in core areas to include brakes, tires, suspension, engines, and preventive maintenance. Must be an ASE Certified Master Technician or must obtain within 24 months of date of hire. Must possess and maintain a valid class A Commercial driver's license with tanker endorsement or obtain within 1 year of hire date.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving instructions, work assignments and/or directions from immediate supervisor. Must be able to interact with all levels of staff in a professional manner.

Language Ability: Requires the ability to read and comprehend a variety of information such as billing invoices, maintenance reports, repair and part manuals, fuel reports, parts logs, grease reports, service agreements, etc. Requires the ability to prepare related reports and information, using prescribed format and conforming to all rules of punctuation, grammar, diction and style.

Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using mechanic tools, etc.; to operate motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items, control knobs, switches, etc. Must have strong levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency.

Physical Communication: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).
