SUMMARY: Under limited supervision, is responsible for the daily operation and supervision of the Fleet Maintenance department that repairs all light and heavy-duty vehicles and equipment including tractors, trailers, generators, excavators, pumps, and over 150 fleet vehicles as well as stationary equipment in the water and wastewater collection system. Maintains all required records and data of maintenance work, repairs, fueling information, etc. Plans, supervises and schedules work of subordinates. Assists in specifications for purchase of new vehicles and equipment and prepares old vehicles and equipment for disposal. Assures new vehicles are correct upon delivery from dealer and receipts for vehicle and equipment are recorded in MUNIS. Installs GPS units and ensures that they are working and operational. Reports to the Director of Procurement & Risk Management.
Duties include but are not limited to:
- Supervises the Fleet Maintenance Department that repairs all BJWSA vehicles and equipment used by BJWSA employees. Coordinating equipment downtime with employees, troubleshooting problems and determining appropriate course of action, ordering parts and ensures correct coding of receipts, evaluating outsourcing repairs, re-issuing repaired equipment for service, and maintaining related records.
- Performs numerous supervisory duties for the Fleet Maintenance Department to include mentoring, training, instructing, assigning and reviewing work, allocating personnel appropriately, managing time and attendance and performing other personnel related functions such as providing recommendations for hiring, transfers, promotions, disciplinary actions, and discharge.
- Ensures safety and security policies are followed and recommends changes when needed.
- Plans, schedules, supervises and performs preventive and corrective maintenance on fleet vehicles which involves coordinating downtime with employees; troubleshooting repairs and determining appropriate course of action; scheduling outsourcing for major repairs; inspecting repaired vehicles to be re-issued to service; managing out-source contracts; maintaining spare keys for temporary issue; and maintaining required records.
- Initiates, receives, reviews, processes and transmits a variety of information and reports on a daily, weekly and monthly and annual basis such as work orders, vehicle maintenance schedules, personnel evaluations, time cards and fuel reports.
- Responsible for inventory ordering and control of spare parts.
- Approves all expenditures and manages equipment and vehicle maintenance budget.
- Maintains computerized and hard files of all related record keeping requirements for the operation to include repair & work order information, fueling reports, daily activity log, weekly vehicle inspection information, vehicle mileage, maintenance schedules, inventory information, etc.
- Completes purchase requisitions for all purchases made or orders requested.
- Assembles various mechanical devices as needed such as diesel driven pump units, from parts and subassemblies.
- Assists purchasing with specifications of new fleet vehicles and ensure they are correct upon delivery from the dealer. Up fit vehicles and install GPS units in new vehicles and prep for service in the BJWSA fleet. Make sure all records are updated.
- Assures old vehicles and equipment are stripped, clean and ready to sell and provide photos and information to purchasing for auction.
- Performs other duties as required or assigned.

EDUCATION and/or EXPERIENCE: Requires a high school diploma or equivalent and prefer additional vocational/technical school training in auto/truck mechanics, diesel engines, hydraulics, high-pressure pumps, etc. Minimum 5 years’ experience dealing with small engines, welding, operating heavy equipment and hydraulics. Must have the ability to read and write and perform basic arithmetic calculations. Must possess ability to communicate, both orally and in writing and requires computer experience in Microsoft Office Products with the ability to use software used by the Authority. Minimum 3 years’ experience at the supervisory level (primary or assistant supervisor capacity).
CERTIFICATES, LICENSES, REGISTRATIONS: Must be an ASE Certified Master Technician or obtain within 2 years of date of hire. Must possess and maintain a valid class A Commercial driver's license with tanker endorsement or obtain within 1 year of date of hire.
