Project Overview
Bechtel is actively executing projects and has a development pipeline for wind and solar projects around the world, with a focus in North America. We are seeking an experienced engineer who will also support the Commissioning and Startup Function in its activities.
Job Summary
In this role, you will assist with technical direction and conduct installation configuration validation and work package development. You will participate in and assist with work planning, turnover coordination, material management and quantities, quality control, and environmental safety and health. Your work will help ensure equipment, systems, and activities are operating and compliant with plans and design.
In this role, you will report to the Functional Commissioning Manager. You will produce commissioning test documents in accordance with the agreed procedures and will lead a team of technicians and subcontractors in the execution, documentation and review of commissioning tests and the results generated. The engineer will also participate in the formulation of commissioning and startup policies, training courses and bid proposals, and will assist in operational tasks the Function undertakes.

Major Responsibilities
- Where necessary supervise Commissioning technicians under their direct responsibility.
- Adherence to the agreed Commissioning Quality Management System and ensuring that the commissioning team members correctly apply procedures, codes and standards to commissioning activities.
- Input to, production and checking of Commissioning Documentation and other commissioning deliverables (including Test Documentation, Commissioning Reports).
- Assisting the Commissioning Team Leader in the identification of test requirements, including Factory Acceptance Testing (FAT).
- Witnessing and approval of vendor test documentation and results.
- Carry out Risk Assessment and produce Safe Systems of Work.
- Execute commissioning tests to developed schedule.
- Input to the compilation and review of Commissioning packages. Provision of discipline specific subject matter expertise.
- Planning of commissioning execution activities and day to day progress monitoring and reporting against the plan.
- Supporting the formulation of policies, procedures, plans and programs for the commissioning and startup function, commensurate with overall organization objectives.
- Supporting the execution of project assessments and reviews to ensure procedural compliance and project readiness to safely execute major events and milestones.
- Keeping abreast of technological developments and trends in commissioning and startup that could lead to new applications or new markets for the organization.
- Participating in project planning sessions at the proposal stage to provide technical guidance information.
- Supporting, as required, in engineering and construction reviews, management reviews of proposals and client contract negotiations, including final pricing of proposals, providing technical expertise about the projects’ technical feasibility and the project startup workload.
- Supporting projects on a part-time basis for the creation and implementation of Testing and Commissioning plans.
- Supporting the development of relevant training material and courses.
- Participating in and driving the implementation of the lessons learned program.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
- Recognized qualification in a related engineering/scientific subject, or alternatively substantial experience in similar roles.
- Commissioning experience working on power and/or electrical and/or instrumentation and controls and/or SCADA systems.
- Knowledge and experience of commissioning & Integration of SCADA, PLCs and other industrial control systems including integration of facility mechanical and electrical assets.
- Demonstrable experience of previous commissioning documentation production.
- Demonstrable experience across a range of Commissioning projects, topics and processes including ideally solar projects.
- High degree of PC literacy (Microsoft Office applications).
- Knowledge of administrative practices.
- Knowledge of industry and regulatory standards and design criteria in all the areas of commissioning and startup.
- Good knowledge of Bechtel Standard Testing and Commissioning Procedures
- Strong communication skills
- Willingness to work on multiple projects at the same time
