Project Overview

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary

In this role, you will manage a team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.

Major Responsibilities

On a medium to large (PFE Tier I - <$250m) job, performs the duties of a lead engineer in either an area, coordinating and directing a variety of disciplines, or as a Project Field Engineer, coordinating all activities related to the operation of assigned operating section.
  • Proactively engages with their teams’ development through CPM, competency development/assessment and feedback
  • Leads construction engineers in a broad range of construction engineering work within a specific engineering discipline.
  • Coordinates with design on constructability issues.
  • Reviews material receiving reports and warehousing to assure delivery of correct materials.
  • Possesses responsibility for quantity take-off, control, reporting and forecasting.
  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Possesses responsibility for coordinating between Construction and Startup to ensure the various system walkdowns are performed, interfacing with the Startup Specialist as required to support component/system turnover and assuming responsibility (as required) for area turnover coordination as determined by the PFE.
  • Reviews and approves inspection test plans,
  • Coordinates reviews of subcontractor submittals

  • Education And Experience Requirements

    • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

    Required Knowledge And Skills

    • Demonstrated leadership in a team-based environment.
    • Self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
    • Must be proficient in work process development and implementation.
    • Must be proficient in planning breakdown structure for and writing construction work packages to Bechtel SWPPs, IWPPs, or other equivalent process.
    • Must be proficient in cost and schedule analysis.
    • Must have knowledge of most phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.
    • Must have direct hire execution experience on projects of $300M or greater.
    • Knowledge and experience of LNG facility and construction projects are required.
    • The candidate should have a good working knowledge of current design codes and standards such as NEC, API, ACI, ASME as well as NFPA requirements.
    • Knowledge of environmental compliance standards required on construction projects.

    Preferred

    • Prior U. S. construction experience as a Deputy Project Field Engineer, Area Field Engineer, or Discipline Lead Field Engineer.
    • Minimum 5 years of supervisory experience.
    • Knowledge of the phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
    • Knowledge of the basic tenants of ISO9000 and AS9100.
    • Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, and Advanced Work Packaging (AWP)
