You will work out of your home office, in BHSB’s office in Baltimore City as well as in the community hosting community events. The Prevention Coordinator has the role of liaison between coalitions, federal, state, and local representatives, and community stakeholders, and provides leadership and management of the Prevention funds supplied by BHA and other grant funding for strategy implementation and oversight of the Prevention portfolio. The position interprets basic prevention and intervention research and actively seeks opportunities to advance innovative perspectives throughout the organization. The Prevention Coordinator is responsible for managing a complex array of projects on abbreviated timelines. The position collaborates with state and local stakeholders to implement prevention campaigns, programs and other strategies that are aligned with funding requirements, community needs, stakeholder input and BHSB’s priorities. The Prevention Coordinator is responsible for managing a portfolio of work focused on building the capacity of community-based organizations that empower youth and young adults to support their wellness and thrive in their communities in Baltimore City.

This is a full-time position in a hybrid work environment, in Baltimore Maryland reporting to the Associate Director, Prevention. This position requires some evenings, weekends, and occasional travel, as well as lifting and transporting materials to events in Baltimore City. BHSB will consider for employment qualified applicants with arrest and conviction records.

Essential Functions

Project Management

  • Actively drives plans and implementation of a comprehensive, multi-tiered strategy to initiate and enhance the prevention portfolio throughout the organization
  • Ensure organizational programmatic goals through effective management of timelines, resources, internal project coordination, and tracking of major project milestones.
  • Participate in coalition meetings/activities
  • Occasional light liftings, such as Prevention promotional items and equipment up to 30 pounds may be required.
  • Ensure effective collaborative partnerships among team members with community stakeholders.
  • Implementing evaluation approaches that yield learning-in-action results.

Program and Contract Management

Oversees and coordinates programmatic work funded by the Behavioral Health Administration:

  • Coordinates closely with the Associate Director, Prevention, and Director, Community Resilience to ensure that the Prevention Portfolio funding allocation is aligned with state requirements and expectations.
  • Facilitates a collaborative approach to creative prevention programming throughout the organization as well as with external stakeholders
  • Develops new contracts.
  • Develops and approves budgets and budget modifications.
  • Develops deliverables that are in line with funding requirements and yield data that provides authentic insight regarding prevention activities for youth and young adults.
  • Oversees contract performance and quality improvement.
  • Renews contracts in a timely manner.
  • Ensures adherence to funding source deliverables.
  • Meets with program providers quarterly and conduct site visits.
  • Works collaboratively with other BHSB staff members to problem-solve issues concerning funded partners’ payments, provider relations, Contract Management System (CMS), contract amendments, contract renewal process, oversight of performance, review, and modification of deliverables, and other issues as they arise.
  • Acts as a consultant and technical expert in substance use and mental health prevention activities to leverage opportunities and maximize the alignment of resources.

Strategic Planning

  • Collaborates with BHSB staff and stakeholders to develop and implement a strategy that aligns resources, campaigns, programs and approaches with other systems and community-based organizations to prevent behavioral health disorders.
  • Implements Strategic Prevention Framework process to engage stakeholders in the creation of a plan to prevent targeted environmental strategies in Baltimore City.
  • Assists with responding to issues identified by stakeholders and communities to assist with developing positive working relationship between providers and their surrounding communities.

Additional responsibilities

  • Substance Abuse Prevention Skills Training (SAPST) and Prevention Ethics Training must be completed within 18 months of employment
  • In addition to the above duties, the Prevention Coordinator is responsible for carrying out all other work-related duties that may be assigned by the Associate Director, Prevention and/or Director, Community Resilience to meet the funder’s requirements.
  • Occasional evening, weekend, and overnight availability are required.

  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI in accordance with BHSB’s policies.
  • An offer of employment for this position at BHSB is contingent upon the results of a thorough background check, including criminal history, which will require prior authorization from the candidate.

Experience and Education

  • Bachelor’s degree in education, Communications, Social Work, Public Health, Psychology or related human services field
  • Two years’ experience working with behavioral health and/or community-based organizations.
  • Enthusiasm in working with diverse stakeholders and constituents (coalition and community members)
  • Skill in collaboration and partnership formation and community organizing
  • Experience in data collection, resource mapping, focus groups, surveys and key stakeholder interviews
  • Experience using data to evaluate, monitor and inform program implementation
  • Skill in developing and maintaining collaborative partnerships
  • Excellent verbal, written and interpersonal communication skills
  • Knowledge of implementation science and applied research in prevention programming
  • Knowledge of SAMHSA, the Behavioral Health Administration and BHSB
  • Knowledge of the Maryland Strategic Prevention Framework (MSFP Prevention) and the Opioid Misuse Prevention Program (OMPP)
  • Ability to identify tangible and intangible community assets and resources
  • Knowledge of outcomes-based prevention strategies
  • Knowledge of best practices in prevention program capacity-building and sustainability
  • Ability to support community-based organizations in building capacity
  • Ability to interact in a hybrid/virtual environment
  • Proficient using Microsoft Office Suite Word, Excel, Outlook, Planner and PowerPoint

Supervisory Requirements: This position has no supervisory responsibilities.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

Salaries are based on the requirements of each job, are non-negotiable and step increases are offered at regular intervals. The starting hourly/ annualized salary rate for this position is $71,247.

The benefits plan includes comprehensive medical, dental and vision coverage, employer paid life insurance, short-term and long-term disability, a 403(b) plan with employer contribution, a choice of 4 FSA plans, an employee paid legal benefit, generous PTO and 13 days paid holiday. In addition, medical plan participants receive an employer paid HRA accessed by a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
