What are the responsibilities and job description for the Perinatal HEP B Coordinator position at BELL COUNTY PUBLIC HEALTH DISTRICT?
GENERAL DESCRIPTION:
Under the supervision of the Immunization Program Manager, the position would be responsible for all Perinatal Hep B case management. In addition, all case management reporting requirements for DSHS will be met and documentation maintained according to record retention policies. Clinic work may also be a requirement as clinic needs arise.
This is an essential duty position in relation to designated Public Health Emergency and local disasters. During public health emergencies and local disasters, this position will be required to take on additional tasks and work additional hours to meet the needs of the community as it relates to the Health Department. In the event of a public health emergency, you shall report to work if ordered to do so by either of the following officials or positions: (1) Public Health District Director, (2) County Judge/Emergency Management Coordinator, (3) PHEP Program Manager.
Hours: This is not a remote work position. Daily in-office attendance is required
7 am – 4:30 pm, Monday – Thursday and 7 am-11 am on Fridays. Some weekend and evening work is required

Essential duties and responsibilities may include, but are not limited to, the following:
Perinatal Hep B Case Management (75%)
- Conduct identification and case management of perinatal hepatitis B cases
- Determine the number of newborns that do not receive the first dose of the hepatitis B vaccine and/or HBIG and work with those facilities to ensure all at-risk infants receive the hepatitis B vaccine series and HBIG within 12 hours of birth.
- Ensure timely follow-up and reporting of case status of possible moms as reported by DSHS within 2 weeks of receipt of report
- Contact and provide case management to 100% of the number of hepatitis B surface antigen-positive pregnant women identified
- Ensure timely newborn post exposure prophylaxis (PEP) with hepatitis B vaccine and hepatitis B immune globin (HBIG) and report to DSHS within 2 weeks of identification
- Ensure timely completion of doses two and three of hepatitis B vaccine and report to DSHS within 2 weeks of identification after each dose
- Ensure timely completion of post-vaccination serologic testing (PVST) and report to DSHS within 2 weeks of identification.
- Case manage and report all household contacts under 24 months of age in accordance with the DSHS Immunization Contractors Guide for Local Health Departments and Perinatal Hepatitis B Prevention Manual (including serologic testing and completion of the full hep B vaccination series).
- Refer all household contacts over 24 months of age and sexual partners of reported HBsAg-positive women for serologic testing to determine susceptibility status in accordance with the DSHS Immunization Contractors Guide for Local Health Departments and Perinatal Hepatitis B Prevention Manual.
- For all cases documented as 'lost-to-follow-up' on the Perinatal Hepatitis B case management form, report the number and types of attempted activities performed in locating the mother or guardian of the infant to the DSHS Immunization Unit on the Perinatal Hepatitis B case management form.
- Report to the DSHS Immunization Unit all infants born to HBsAg-positive women within 2 weeks of the event.
- Report to the DSHS Immunization Unit the case status of possible exposed infants (born to women of unknown or unconfirmed HBsAg status) as reported by DSHS within 2 weeks of receipt of report
- Ensure timely reporting of updates in case management as requested by DSHS within 2 weeks of inquiry
- Require Perinatal Hepatitis B Case Manager to attend the bi-annual conference.
- Conduct educational training for hospital and healthcare providers within the Contractor’s jurisdiction, to increase mandatory screening and reporting of hepatitis B surface antigen (HBsAg)-positive women.
- Educate delivery hospitals to ensure they verify prenatal HBsAg test results of pregnant women on admission for delivery and test for HBsAg at delivery, regardless of prenatal test results, as required by law.
- Educate prenatal care providers to ensure they are screening pregnant women for HBsAg status during each pregnancy, implementing procedures for documenting HBsAg screening results in prenatal care records, and forwarding original laboratory results to the delivery facility.
- Ensure all labor and delivery facilities develop standing orders and policies to administer the first dose of the hepatitis B vaccine and HBIG to at-risk infants within 12 hours of birth.
- Identify labor and delivery facilities that do not have standing orders and/or policies and educate providers to establish standing orders and policies to administer to at-risk infants the first dose of the hepatitis B vaccine and HBIG within 12 hours of birth.
- Promote the TVFC Program to birthing hospitals and encourage TVFC program enrollment.
- Provide training on the prevention of perinatal hepatitis B through vaccination and PVST to pediatric care providers within the Contractor’s jurisdiction.
- Work with partners, as appropriate, to ensure coordination of activities aimed at preventing perinatal hepatitis B transmission.
- Provide trainings to delivery hospitals on reporting HBsAg-positive test results for women who have delivered at their facilities using the LHD contractor developed surveillance system.
Clinical Service Delivery (25%)
- Conduct Health District Immunization Clinics as needed.
- Provide office site clinic services during evenings/weekends as needed.
- Perform accurate assessment of immunization records.
- Utilize ACIP recommendations for vaccine usage
- Enters data accurately into EMR (electronic medical record)
- Performs responsibilities in a manner that promotes quality patient care and customer service/satisfaction.
- Effectively participates in planning and preparing for patient visits ensuring appropriate schedules and clinic specific resources are available.
- Rooms patients consistent with clinic needs while determining and documenting chief complaint and reason for visit, vital signs, medication list, allergies, and other information as required by clinic. Keeps patients informed of delays and progress of clinical appointments.
- As required and competency validated, performs appropriate specimen collection, lab draws, injections, equipment cleaning/reprocessing and other requested procedures.
- Prepares and stocks rooms (daily/weekly) and clinic supplies in advance of clinic visit as well as cleaning rooms appropriately between patients.
- Schedules patients for follow up appointments or referrals and performs routine clerical duties for team and staff to include photocopying, scanning, and faxing.
- Performs other duties as assigned by the Clinic/Program manager or Licensed staff.

Qualifications:
MINIMUM QUALIFICATIONS
- High School Diploma or equivalent.
- Valid TX driver’s license preferred.
- Reliable mode of transportation
- Current CPR certification (if applicable)
- LVN (preferred).
- One year of experience as a LVN/Medical Assistant in a healthcare setting.
- Bilingual preferred
Knowledge or the ability to quickly learn (must be proficient by end of probationary period):
- Applicable local, state and Federal statutes, rules, codes and regulations governing Perinatal Hep B program operations.
- Immunization program criteria.
- Records management.
- Department policies, procedures and standing delegation orders (SDO) covering specific areas of assignment.
- Knowledge of the Universal Precautions/Bloodborne Pathogens.
- Principles and practices of project management.
- Ability to record observations completely, accurately, legibly, and concisely.
- Knowledge of fundamental principles of human behavior and an appreciation of the effects of stress upon individuals and groups.
- Knowledge of need to refer specific situations to licensed staff for disposition.
