School and Childcare Compliance Coordinator

General Description:

Under the supervision of the Immunization Program Manager, and in collaboration with the rest of the immunization team, the coordinator will be responsible for ensuring the compliance of vaccine rates in children within schools and childcare facilities in their area. Vaccine compliance will be the main focus of this position, but clinic services are also a requirement.

This is an essential duty position in relation to designated Public Health Emergency and local disasters. During public health emergencies and local disasters, this position will be required to take on additional tasks and work additional hours to meet the needs of the community as it relates to the Health Department. In the event of a public health emergency, you shall report to work if ordered to do so by either of the following officials or positions: (1) Public Health District Director, (2) County Judge/Emergency Management Coordinator, (3) PHEP Program Manager.

Hours: This is not a remote work position. Daily in-office attendance is required

7 am – 4:30 pm, Monday – Thursday and 7 am-11 am on Fridays. Some weekend and evening work is required.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:

School/Childcare compliance (50%)

  • Perform audits of assigned facilities in accordance with Minimum State Vaccine Requirements for Texas Children:
  • Perform 100% of Public/Private School audits
  • Perform 100% of Daycare/Registered Family Home audits
  • Report 100% of audit findings to the Texas Department of Health in accordance with designated time limits.
  • Ensure data entry to the State database for assessments as required.
  • Collaborate with Outreach Educator to provide training and assistance with development of an action plan for school districts reporting less than
  • 95% immunization coverage levels.
  • Work with Immtrac2 outreach coordinator to get schools and childcare facilities registered in Immmtrac2 if needed and to provide the facilities with training on proper use of the registry.
  • Attend all program meetings and calls

Clinical Clerical Duties (50%)

  • Conduct Health District Immunization Clinics weekly at the Killeen/Temple office sites.
  • Provide office site clinic services during evenings/weekends. Register clients for immunization services.
  • Oversee and maintain client eligibility and consent forms.
  • Assess client’s eligibility at each encounter.
  • Search/Create client profiles with all demographic information required in EMR (electronic medical record) system.
  • Search for client’s past immunization record in Immtrac2 to avoid duplicating vaccines.
  • Perform accurate assessment of immunization records.
  • Transcribe client’s previous vaccine records as needed.
  • Utilize ACIP recommendations for vaccine usage
  • Performs responsibilities in a manner that promotes quality patient care and customer service/satisfaction.
  • Effectively participates in planning and preparing for patient visits ensuring appropriate schedules and clinic specific resources are available.
  • Schedules patients for follow up appointments or referrals and performs routine clerical duties for team and staff to include photocopying, scanning, and faxing.
  • Track all uninsured female veterans seen in clinics and report monthly to Immunization program manager.
  • Maintain and distribute most up to date VIS (vaccine information statement) to clients at each encounter.
  • Give every client medical home referral information.
  • Give each client HIPPA information.
  • Give each qualified client Medicaid and Chip program information at each encounter.
  • Collect Program income in the form of the appropriate administration fees but not to exclude clients from services for inability to pay.
  • Performs other related activities as determined by program needs or as assigned by the Clinic/Program manager.

MINIMUM QUALIFICATIONS

  • High School Diploma or equivalent.
  • Valid TX driver’s license preferred
  • Reliable mode of transportation
  • Knowledge of personal computer use and various software applications.
  • Previous clerical experience (preferred)
  • Bilingual preferred

Knowledge or the ability to quickly learn (must be proficient by end of probationary period):

  • Applicable local, state and Federal statutes, rules, codes and regulations governing immunization program operations
  • Immunization program criteria.
  • Skilled in utilizing all Immtrac2 functions.
  • Records management.
  • Department policies, procedures and standing delegation orders (SDO) covering specific areas of assignment.
  • Knowledge of Universal Precautions/Bloodborne Pathogens.
  • Principles and practices of project management.
  • Ability to record observations completely, accurately, legibly, and concisely.
  • Knowledge of fundamental principles of human behavior and an appreciation of the effects of stress upon individuals and groups.
  • Knowledge of need to refer specific situations to licensed staff for disposition.

Skilled in:

  • Communicating effectively, both orally and in writing.
  • Communicating successfully with individuals, and the general public in offsite settings
  • Establishing and maintaining cooperative working relationships with managers, supervisors, employees, external public agencies and organizations, vaccine providers, clients, and the general public.
  • Using initiative, discretion and decision making within established procedures, guidelines, and rules.
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions.
  • Providing effective customer service.
  • Ability to interact effectively and in a supportive manner with people of all backgrounds.
  • Ability to explain complex information at an appropriate level for clients or groups
  • Ability to work efficiently and effectively.
  • Ability to work well under pressure, multi-task, and handle stress well.

SPECIAL CONSIDERATIONS/REQUIREMENTS/RECOMMENDATIONS:

  • Ability to lift clinic supplies, educational materials and machines.
  • Ability to stand, sit, and drive for prolonged periods is required
  • Increased risk for exposure to and possible transmission of vaccine-preventable diseases and/or tuberculosis.
  • Must have appropriate immunizations according to BCPHD Staff Member Immunization Policy.

WORKING ENVIRONMENT & PHYSICAL DEMANDS

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work of this job is typically performed in an office work environment like that of a traditional medical office or medical clinic environment (health department office) and involves field work outside the office which may be noisy, and which may involve biohazards. Exposure to communicable diseases is possible.
