SUMMARY
Assist the Vice President and President in managing the physical aspects of each of the region’s communities for the Owner(s) by monitoring and facilitating physical inspections and capital improvement plans as directed for the entire Belmont portfolio by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: (Other duties may be assigned.)
1. Perform on site audits to ensure compliance with Tax Credit, Rural Development, HUD, H.O.M.E., NSPIRE, and / or Belmont policies and procedures are being followed, and the physical condition of the community meets Belmont Standards with a continuing effort to raise the standard for each apartment community.
2. Understand and ensure compliance with all Tax Credit, Rural Development, HUD, H.O.M.E., NSPIRE and / or other governmental program requirements that apply to specific communities.
3. Attend Tax Credit, NSPIRE Syndicator, State, Rural Development, or other third party physical inspections to assure owner is protected and in compliance.
4. Ensure complete follow up on all audit and inspection findings. Ensure all findings are complete with work orders, etc., and sent as required when necessary.
5. Confers with other supervisors and/or site staff to coordinate activities of individual communities.
6. Assembles and analyzes contract bids, and submits bids and recommendations when necessary.
7. Negotiate subcontractor contracts as needed.
8. Verify community work by vendors and contractors for invoice processing as needed. Inspects completed work for conformance to specifications, and standards.
9. Directs sub-contractors and suppliers that are engaged in major rehabilitation and maintenance activities of buildings as requested by Vice President and President.
10. Ability to work in cooperation with residents, coworkers, vendors, contractors, and officials necessary to efficiently maintain the apartment communities.
11. Always portrays a professional image, refrains from anger and does not pose a direct threat to residents or employees, especially in the role as a manager.
12. Complete special assignments, as required.
13. Assists team members, as needed.
NOTES
Responsible for reporting to the Vice President and President any signs of material neglect on any apartment community that in his/her opinion should be addressed, and is encouraged to make constructive suggestions to the Vice President and President as to conditions and physical applications being used on apartment communities.

EDUCATION and/or EXPERIENCE: Bachelor's degree (B. A.) from four-year college or university; or one to two years’ related experience and/or training; or equivalent combination of education and experience.

Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management.
