ARKANSAS REGIONAL MANAGER (REAL ESTATE)
The Regional Property Manager (Real Estate) is responsible for assisting in all aspects of managing the financial and physical aspects of the assigned region’s communities by monitoring and facilitating cash flow, occupancy levels, curb appeal, and resident satisfaction. The Regional Property Manager, under the supervision and guidance of the Vice President of Operations and Company President, will serve as the immediate supervisor of assigned regional staff and be responsible for training, goal setting, monitoring and evaluating performance appraisals as well as development and management of property budgets and analysis on an annual basis with monthly review. Candidates must possess a strong property management and regional management work experience record, financial and organizational management background with workplace longevity and positive employer recommendations for consideration. Candidates must be responsible, self-starters, confident and ready to hit the ground running.
The ideal candidate will be well-versed in all aspects of regional and property management to include but not limited to: leasing, compliance, affirmative fair housing marketing and public relations plans, human resources and supervisory best practices, maintenance and repair, vendor relations, bid and contract management, governmental funding programs and reporting. Candidates with LIHTC, USDA/RD, HUD and H.O.M.E. property management experience are highly sought. The Regional Property Manager reports to the corporate office located in Fort Smith, Arkansas. The Regional Property Manager is on the road and travels throughout their region and to the corporate office on a weekly basis for meetings at a minimum of 60% of their duty time.
SUMMARY
Assist the President in managing the financial and physical aspects of each of the region’s communities for the Owner(s) by monitoring and facilitating cash flow, occupancy levels, curb appeal, and resident satisfaction by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: (Other duties may be assigned.)
1. Assist the President in monitoring the performance of monthly financial statements (P&L) for occupancy levels, rent collections, and expenses, insuring financial goals for owner as budgeted for each community.
2. Assist the President in monitoring for stable occupancy levels of quality residents, including establishing and maintaining a current Affirmative Fair Housing Marketing Plan and a public relations plan. Placing advertisements, issuing marketing flyers, offering incentives or concessions and conducting market surveys will also be the responsibility of the Regional Manager.
3. Assist the President in developing long term professional Team Members by hiring and / or coaching employees. Responsible for ensuring each community is properly staffed and does not remain understaffed for longer than a 30 day period.
4. Understand and insure compliance with all Tax Credit, Rural Development, HUD, H.O.M.E. and / or other governmental program requirements that apply to specific communities.
5. Perform on site audits to ensure compliance with Tax Credit, Rural Development, HUD, H.O.M.E. and / or Belmont policies and procedures are being followed, and the physical condition of the community meets Belmont Standards with a continuing effort to raise the standard for each apartment community.
6. Attend Tax Credit and / or Rural Development Inspections to assure owner is protected and in compliance.
7. Negotiate subcontractor contracts.
8. Assist the Accounting Department with preparation of annual operating budgets and annual year end reporting which consists of compiling data and submitting to Accounting for entry, packaging, and submission to Rural Development.
9. Assist the President in responding to lender correspondence within specified time frames.
10. Approve and verify community work for invoice coding and payment to include processing purchase order requests and Requests for Supervisor Approval.
11. Issue evictions concerning noncompliance of lease for District and Resident Manager(s) and when deemed necessary. May serve "Notice to Quit" to resident both in person and certified mail.
12. Respond in a timely and professional manner to all resident, city, vendor, employee or other calls and / or problems, including after-hours emergencies.
13. Approve and expedite all Human Resources paperwork, such as time sheets, change of address, change of banking facilities, new hire and termination of employee paperwork, as well as Vacation Requests.
14. Complete special assignments, as required.
15. Assists team members, as needed.
16. Ability to work in cooperation with residents, coworkers, vendors, contractors, and officials necessary to efficiently maintain the apartment community.
17. Portrays a professional image at all times, refrains from anger and does not pose a direct threat to residents or employees, especially in the role as a supervisor.
SUPERVISORY RESPONSIBILITIES
Assists with management of at least 2 subordinate supervisors and their employees. May also supervise other non-supervisory employees, as directed by the President. Carries out supervisory responsibilities in conjunction with the Vice President, and in accordance with the organization's policies and applicable laws. Responsibilities will include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

DRIVING ABILITY
Valid Driver’s License and Auto Insurance coverage must be maintained at all times. Driving is an essential function of the Regional Manager’s job. With travel from site to site and travel to required Belmont training seminars, this qualification is a necessary part of the Regional Manager’s job.
EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university; or one to two years’ related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as procedure manuals, operating and maintenance instructions, and safety rules. Ability to write and complete routine reports, paperwork, and correspondence. Ability to respond positively and effectively to common inquiries or complaints from residents, regulatory agencies, or members of the business community. May need an ability to speak professionally before groups of residents, coworkers, or other officials, on occasion. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, and decimals. Ability to compute rents, occupancy levels, ratios, discounts, and percentages and to interpret graphs and charts.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions, to solve practical problems dealing with several abstract and concrete variables that are involved with leasing units, tenant services, and community betterment, within standardized federal, state, and company guidelines, as well as localities. Ability to interpret and establish priorities based on a variety of federal, state, and company policies, procedures, programs, and guidelines.
