Job Description
The Racing Secretary assembles a program of competitive races through the established types and conditions of races and ensures that all horses entered into race are eligible; assigns handicapped weights to horses; analyzes official workout and past performance; completes racing documentation and maintains records and accounts; provides administrative support to the higher level management staff; and performs related tasks within the area of assignment.
Manages the planning and arranging of racing schedules and assigns handicap weights; keeps current horse class qualification lists for examination; maintains familiarity with ages, class and competitive ability of all horses.
Receives, manages and monitors all registration certification of all horses competing; returns certifications to owner or representative at exit from grounds.
Approves and reviews applications for horses entering and training; accepts application and entrance fees; register financial interest parties; may review racing information to be published in various forms of publications; ensuring racing commission rules are followed for classifying and reclassifying horses.
Prepare listing of horses in program; review entries and declarations for various assigned events; verify eligibility of all declarations and nominations and produce an eligible horse listing; ensure declarations are signed and are kept safe for the specified time frame.
Works with General Manager and track manager to plan various race schedules and determine winnings for each race; interact with team members to create racing formats and assign stable space.
Records official racing results and maintain files on horses; documents ownership changes and creates reports for track officials.
May observe race to study ability and form of horses; and verifies selection of entries.
Plans, directs, coordinates and reviews the work of the administrative team members; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; ensures guest service; meets with team members to identify and resolve problems.
Selects, trains, motivates and evaluates administrative team members; provides team member training; works with team members to correct deficiencies; implements and or approves discipline as appropriate.
May prepare and analyze complex reports using writing and analytical skills; prepares and approves federal and state reporting; ensures reporting compliance.
Attends and participates in professional group meetings; maintains awareness of new trends and innovations in the field of racing administration.
Performs related duties and responsibilities as required.
Qualifications
(Related education and experience may be interchangeable on a year for year basis)
High School Diploma or GED, plus five (5) years administrative or secretarial experience, including two (2) year of experience as a Racing Secretary.
Ability to maintain all Regulatory licenses within assigned state of employment
Must successfully pass background check
Must successfully pass an alcohol and drug screening
Must be twenty-one (21) years of age
Must be willing to work a variety of shifts to include swing shifts and holidays if needed
Knowledge of:
Operations, services and activities of a racing program operations; racing rules and regulation and processing of required documents and forms; development of schedules and assigning handicaps; principles of supervision and training; principles and procedures of proper record keeping; principles of writing and basic report preparation; office procedures; methods and equipment including computers and applicable software applications; pertinent federal, state, and local laws, codes, and regulations.
Ability to:
Coordinate, review and comprehend all necessary documentation as required by racing commissions; compose, type and route correspondence; understand various racing terms and protocols; independently initiates, follows up on and completes assignments; recognizes areas needing improvement and makes recommendation; maintain confidentiality and use good judgment and tact; select, supervise, train, and evaluate team members; participate in the development and administration of goals, objectives, and procedures; prepare clear and concise reports; interpret and explain policies and procedures; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work; interpret and explain policies and procedures; interpret and apply federal, state and local policies, laws and regulations.
