Performs intermediate skilled administrative support work in general cost accounting and departmental administrative assistance and related work as apparent or assigned. Work is performed under the moderate supervision of the Highway Accountant.
Hiring salary range is $22.54 to $24.62 per hour with a full range of $22.54 to $28.54 per hour.Education and Experience
Minimum Requirements are:
- Associate’s degree in accounting, clerical, business administration or a related field.
OR
A substitution of education and work experience may qualify: Four years of related work experience in clerical, accounting, business or a related field may be substituted for an Associate’s degree.
AND
- One year or more of clerical work experience, preferably including accounting.
- Valid MN driver’s license.

Essential Functions
Prepares departmental payroll; proofs payroll entries for accuracy and compliance with contracts; verifies costs codes; posts time and inventory entries into cost accounting system; verify leave balances.
Performs administrative duties; prepares board agenda items and resolutions, letters, reports, and other correspondence; prints month-end reports; files construction paperwork; obtains signatures for supplemental agreements and change orders; answers telephone and responds to or directs questions received.
Submits Advertisements for Bid; tracks plan holders for bid opening; records bid tabulations; print bid abstracts for submission to funding entities; sets-up users for e-gram site to view plans and proposals.
Processes inventory withdrawal activity; codes withdrawals to correct account and inventory number; performs full inventory count annually
Reviews charge slips from maintenance crews for time, equipment, and inventory charged to other entities; codes and prepares for billing.
Manages fuel system accounts and users; adds or deletes authorized users from system; prepares reports of usage for billing, tax filings, and inventory reconciliation.
Schedules county motor pool vehicles; checks vehicle out to employees; tracks mileage; schedules vehicle maintenance; prepares reports.
Schedules and oversees Adopt-a-Highway volunteer groups; provides safety training materials, vests, and bags; schedules maintenance crew bag pick up upon completion.
Schedules quarterly random drug / alcohol tests required for DOT employees.
Manages County motor pool; schedules vehicle sign out; tracks mileage and prepares reports for County Auditor; schedules vehicle maintenance as needed.
Enters cash receipts to interface with County Auditor's finance system.
Tracks and issues permits for oversize/overweight vehicles; coordinates with law enforcement as necessary.
Administers various County programs such as Adopt-a-Highway, etc.
Knowledge, Skills and Abilities
Thorough knowledge of payroll and routine accounting policies, practices and procedures; thorough knowledge of departmental policy manual; general knowledge of bookkeeping terminology and methods; general knowledge of applicable software packages; general knowledge of office procedures, practices and equipment; some knowledge of highway maintenance and construction practices; ability to prepare complete and accurate reports from a variety of accounting data; ability to make arithmetical computations and post accounts; ability to operate a variety of office machines; ability to deal effectively with associates, vendors, and the public.
Physical Requirements
