JOB DEFINITION :
Under minimal supervision, the Human Resources Specialist II - Staffing performs independent work related to the employment and support of staff for Bend-La Pine Schools. This position requires extensive knowledge of Human Resources processes, personnel management, and employment regulations while ensuring compliance with district policies, collective bargaining agreements (CBAs), and state and federal laws. The Human Resources Specialist II performs and may direct the work of others in detailed and complex Human Resources functions, exercising independent judgment and discretion. This role frequently serves as the district’s representative in communications with external agencies and invested parties..
The Human Resources Specialist II - Staffing reports to the Executive Director of Human Resources and may support various human resources initiatives, including employment processing, salary placement, licensure and credentialing, collective bargaining, and compliance monitoring.
ESSENTIAL JOB FUNCTIONS :
- Processes and tracks offers of employment, resignations, retirements, and terminations for all staff.
- Ensures accurate and timely payroll processing for all staff, including verification of budget and position codes.
- Analyzes, evaluates, and ensures timely salary placement in accordance with district policies, CBAs, and applicable state laws, including step movement and longevity recognition.
- Serves as a district liaison with state agencies such as the Oregon Department of Education (ODE), Teacher Standards and Practices Commission (TSPC), and other regulatory bodies related to employee credentialing and background checks.
- Prepares and submits applicable School Board action documents and other employment-related notices for School Board review and approval.
- Assists with onboarding, licensure verification, background checks, and training requirements for new hires, including classified staff, licensed staff, coaches, volunteers, and independent contractors.
- Provides HR-related guidance and training to district staff, administrators, and supervisors on employment policies, procedures, and CBA interpretation.
- Supports collective bargaining efforts and contract administration, including research, analysis, and policy implementation.
- Maintains and updates personnel records for all employees, ensuring accuracy and compliance with district policies and legal requirements.
- Composes correspondence and responds to inquiries from employees, administrators, state agencies, and the public.
- Processes and maintains highly confidential personnel information.
- Performs other related duties as assigned.
WORKING CONDITIONS :
The Human Resources Specialist II operates under heavy workloads with inflexible deadlines and competing priorities requiring immediate attention. The position requires sound judgment and professionalism in high-pressure situations. The employee must be able to lift / move materials, equipment, or boxes weighing up to 30 pounds. The position primarily works in an office setting with occasional travel to schools and district sites.
