Position Title: Behavioral Threat Assessment Manager

JOB DEFINITION
The Behavioral Threat Assessment Manager oversees and facilitates the district’s Student Threat Assessment System (STAS) and Sexual Incident Response Committee (SIRC), ensuring alignment with best practices in school safety, risk management, and student support. This role requires collaboration with multidisciplinary teams, including law enforcement, juvenile justice professionals, mental health specialists, school administrators, and community partners, to assess and manage student threats and concerning behaviors. The manager develops, implements, and refines protocols, provides training, and ensures the effectiveness of risk assessment programs across the district. The manager works within the district safety department and collaborates with other departments to enhance overall school safety programs throughout the district.
ESSENTIAL JOB FUNCTIONS
- Lead the implementation and ongoing operation of the district’s Student Threat Assessment System (STAS) and Sexual Incident Response Committee (SIRC).
- Train school-based teams on Level I threat screening processes and best practices in behavior intervention, crisis response, and classroom management.
- Conduct Level II threat assessments in collaboration with multidisciplinary teams, ensuring timely documentation and appropriate intervention planning.
- Provide expert consultation to school leaders, staff, and community stakeholders regarding risk assessment and safety planning.
- Develop and maintain collaborative relationships with law enforcement, juvenile justice agencies, mental health providers, and other relevant organizations.
- Coordinate multi-agency teams addressing behavioral risks such as aggression, sexual misconduct, fire-setting, and self-harm.
- Establish protocols for screening and managing students with concerning or non-normative sexual behaviors.
- Deliver professional development and training sessions for district staff, community partners, and families on threat assessment procedures and intervention strategies.
- Collaborate with the Title IX/Policy lead to ensure assessment and response align with district, state, and federal policies related to student safety and risk management.
- Develop and oversee a data collection system to track and analyze risk assessments, interventions, and program effectiveness.
- Prepare annual reports on program impact and present findings to district leadership and external partners.
- Seek and manage grant funding opportunities to sustain and expand threat assessment initiatives.
- Support the development, implementation, and delivery of safety-related training for district staff, students, community partners, and families.
- Create written plans for threat assessment, safety, risk, and emergency management programs.
- Perform additional related duties as assigned.
WORKING CONDITIONS
- Work is performed in an office environment with frequent travel to school sites and community locations.
- Exposure to sensitive and emotionally charged situations involving students, families, and staff.
- Requires the ability to lift and carry materials up to 30 pounds.
- Occasional evening and weekend work may be required for meetings or crisis response.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Best practices in threat assessment, crisis intervention, risk management and school safety programs.
- School-based mental health, behavioral interventions, and restorative practices.
- Relevant federal and state laws regarding student safety, confidentiality, and special education.
- Multi-agency collaboration models and strategies for effective community partnerships.
- Data collection, analysis, and reporting methods related to school safety and intervention programs.

EDUCATION AND EXPERIENCE
Required:
- Bachelor’s degree in school counseling, criminal justice, psychology, social work, a related field or equivalent professional experience.
- Minimum of five (5) years of experience in school safety, behavioral threat assessment, or a related area.
- Experience facilitating multidisciplinary teams and conducting risk assessments.
Preferred:
- Previous experience in K-12 educational settings.
- Training in behavioral threat assessment models (e.g., Salem-Keizer Threat Assessment System).
- Fluency in Spanish or another language spoken by district students and families.
