Minimum Education: Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Public Administration or related field.
Minimum Experience: Two years of related experience OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job. Experience in behavioral health (mental health/substance abuse disorders) and/or medical billing, specifically Medicare billing, preferred

Other Requirements: Valid Washington State Driver’s License if driving a vehicle for County business.
POSITION SUMMARY:
This position assists in the delivery of behavioral health services for Benton County. The position ensures that contracts for services are meeting the specifications and being utilized to the best value for the County. The position also acts as a liaison between service providers, community groups, other agencies, and the County.
ESSENTIAL FUNCTIONS:
The following duties are essential for this position. However, they are not to be construed as exclusive or all–inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
- Manages contracts with various behavioral health service providers for programs funded by the County.
- Reviews payment requests from service providers to ensure compliance with contract terms.
- Performs all daily contract management billing processes, including accounts payable, receivable, interdepartmental billing, payment vouchering, and cash receipting.
- Audits provider records to ensure compliance with contracts and to ensure providers are maximizing payments through third party payers (e.g. Medicare, Medicaid, private insurance).
- Manages grant programs to private agencies where County funds are provided for supplementation and expansion of behavioral health programs in the region.
- Acts as a representative of the County on the Benton Franklin Behavioral Health Advisory Committee and other program related groups.
- Reports on expenditures of various revenues related to behavioral health (i.e. sales tax, settlements, and grants).
- Seeks out and writes grant proposals to obtain additional state and federal funding to support assigned programs.
- Researches special projects as assigned and prepares detailed financial analyses, e.g., financial impacts related to grant applications, contracts, etc.
- Manages grant tracking, allocations, and ensures grant compliance.
- Assists in the preparation of the preliminary biennium budgets; assists Department in the development of revenue and expenditure budgets; monitors expenses and revenue changes to make necessary modifications.
- Reviews and analyzes budget and financial monthly/quarterly reports related to performance metrics and budget vs. actual status; provides subsequent recommendations or action plans and checks fund balance cash status.
- Enters, scans, updates, and maintains information in spreadsheets, databases, and reports.
- Maintains electronic filing, paper filing, and record systems to provide easy access to records and information; provides retention of records as required by Department and County policies.
- Performs other duties as assigned.

- The County’s and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
- Current office practices and procedures.
- Operation of standard office equipment and software consistent with this position.

- Preparing accounting transactions, financial statements and reports.
- Analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
