JOB DESCRIPTION

EQUALIZATION TECHNICIAN

ESSENTIAL JOB FUNCTIONS

Primary function of this job is to provide advanced, complex, and varied administrative and technical support for the department. Employees work as part of a team and are responsible for ensuring that the team meets its objectives.

Employees must meet the minimum requirements and conditions of employment and be able to perform successfully all essential duties and responsibilities with or without reasonable accommodations.

This position may require irregular hours. It will also require travel by the employee in the employee’s own vehicle.

JOB RESPONSIBILITIES

All principal duties and responsibilities of this position are essential functions of the position.

1. Performs job duties adequately, properly, and in a timely manner; follows personnel and department policies and operating procedures; shows respect, tact, and courtesy in dealings with co-workers and the general public; behaves in a manner that does not obstruct or hinder other employees from completing their duties; acts in a manner that is safe and follows the County’s adopted policies and procedures at all times.

2. Exercises judgment with respect to accuracy, thoroughness, confidentiality, and sensitivity of information being processed.

3. Updates property record cards, which involves inputting new data, researching projects, correcting cards, and performing valuations.

4. Reading and/or writing and identifying parcels from legal descriptions.

5. Process and analyze deeds; Determine eligibility for use in sales studies.

6. Process splits and combinations; Update maps from legal descriptions.

7. Issue 911 addresses in accordance with county ordinance.

8. Ability to assist Field Appraiser on field inspections of parcels, which involves interviewing owners and responding to questions, collecting data, photographic sites, and organizing files.

9. Performs general office activities in support of unit operations, which includes answering phones, maintaining files, processing address changes, researching information, and performing other related activities.

10. Respond to requests for information from taxpayers.

11. Assists taxpayers, assessors, title searchers, real estate agents, surveyors, and appraisers with assessment information.

12. All other duties as assigned by the Equalization Director.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Thorough knowledge of correct English usage, spelling, grammar, and punctuation
  • Knowledge of modern office equipment and personal computers
  • Knowledge of filing systems and complex record keeping methods
  • Basic knowledge of construction materials, zoning laws, interest rates, and land economics.
  • Basic knowledge of current state and local laws governing real estate and tax assessments.
  • Knowledge and ability to use a personal computer to prepare reports, maintain records, search for and compile data.

Skills and Abilities to:

  • Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, and Outlook required.
  • Skill in reading and interpreting rules, and policies and applying them with good judgment in a variety of procedural situations.
  • Ability to analyze factors which influence the value of property and to exercise sound judgement in determining property values.
  • Ability to work independently.
  • Skill in effectively using office equipment and technology, including computers and related software, and the ability to master new technologies.

Education, Training and Experience:

  • High School Diploma or G.E.D, as well as college level course in Business Administration, Real Estate, Accounting, or a related field.
  • 1-2 years of related experience.

Licensing and Other Requirements:

  • Desire and ability to attain State of Michigan Assessor Level I certification (MCAT) within one year from date of hire.
  • Requires a valid driver’s license and personal vehicle insurance and must maintain eligibility to drive as per the County’s Vehicle Policy.
  • Successfully complete an annual criminal background check to maintain satisfactory personal qualifications, maintain jail security clearance and complete required training as mandated by the department and state regulations.
  • Willingness to further credentials by attending additional education, training, and workshops.

PHYSICAL REQUIREMENTS

In the performance of job duties, the employee is required to use a computer for extended periods of time, mobilize to other locations, communicate verbally, and hear. While performing the duties of this job, the employee is regularly required to use written and oral communication skills; observe and interpret situations; read and interpret data, information and documents; analyze and solve complex problems; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with frequent interruptions; and interact with officials and the public.

The employee frequently is required to stand, walk, use hands to finger, handle, or feel, and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move items of light to moderate weights. Specific vision abilities required by this job include close vision distance vision, color vision, depth perception, and ability to adjust focus. May be required to lift up to 40 pounds.

TOOLS AND EQUIPMENT USED

In the performance of job duties, the employee may use the following tools and/or equipment: multi-line phone system; computer and associated software; copy and fax machines; scanners; projectors and other office-related tools and equipment.

WORK ENVIRONMENT

This job is typically performed in a business environment under usual office working conditions. The noise level in the work area is typical of most office environments, with telephones, frequent interruptions, and background noises. The employee may be required to attend evening and/or weekend meetings, as directed. The employee is occasionally required to travel to other locations and work in an outdoor environment with potential exposure to weather related heat, cold, rain, wind, and related elements.

Job Type: Full-time

Pay: From $19.43 per hour

Expected hours: 40 per week
