Description
The Government Grants Compliance and Budget Specialist is responsible for budget-related, and pre- and post-award government grant programs and administrative compliance to ensure that funds are administered in accordance with statutory, regulatory, and administrative guidelines. Duties include assisting with grant application submission, participating in grant start-up meetings and monthly budget review meetings, monthly financial reconciliation, preparing and submitting draw requests, timely and accurate submission of programmatic and financial reports, maintaining documentation for Single Audit, time and effort documentation, and orderly closure of grant projects. Ensures compliance with grant expense and activity guidelines and that all grant-funded expenditures are allowable, allocable, reasonable, and necessary.

Description

Duties include assisting with grant application submission, participating in grant start-up meetings and monthly budget review meetings, monthly financial reconciliation, preparing and submitting draw requests, timely and accurate submission of programmatic and financial reports, maintaining documentation for Single Audit, time and effort documentation, and orderly closure of grant projects. Ensures compliance with grant expense and activity guidelines and that all grant-funded expenditures are allowable, allocable, reasonable, and necessary.
Your Key Responsibilities
Review, interpret, and disseminate guidance on grant program guidelines, forms, and administrative documents.
- Regularly monitor/track the status of each grant through its program life cycle.
- Prepare, review, and coordinate Single Audit work in conjunction with the Office of Financial Affairs.
- Regularly review, reconcile, and oversee grant budgets and finances.
- Establish and maintain secure accounts with applicable government agency websites.
- Maintain documentation to ensure compliance with all government regulations and guidelines, including, but not limited to, those pertaining to expense eligibility; time and effort; and draw requests.
- Proactively work to prevent and resolve compliance-related issues, including collaborating with cross-functional stakeholders, attending trainings to maintain current knowledge base, and working with administrative officials as required.
- Work with grant project directors/principal investigators to ensure that all applications and required reports (e.g., programmatic, administrative, technical, financial) are submitted on time and contain complete and accurate information.
- Assist the Director with writing, updating, and maintaining policies and procedures.
- Additional work with the Official of Financial Affairs may be requested as time allows.
Education required to ensure success in this position:
- A bachelor’s degree in accounting, finance, business, public administration, or related field.
- At least two years of government grant management, budget oversight, and compliance experience.
- Knowledge and ability to utilize Banner or similar programs and software for data analysis.
- Knowledge of basic bookkeeping, accounting, and financial record-keeping procedures; financial terminology and coding; statements and budget preparation.
- Knowledge of federal and state regulations and administrative guidelines related to grant management.
- Knowledge of computer-based applications, including Word, Excel, and other workflow tools.
- Excellent project management skills with the ability to create systems and efficiently manage multiple work streams and deadlines.
- Ability to build relationships and collaborate with multiple offices and stakeholders, including Finance, Information Technology, the Office of Academic Affairs, and grantmaking entities.
