SUMMARY
Paragon Professional Services, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Title Acquisition Analyst for El Paso Processing Center in El Paso, Texas. Support Government counterparts regarding the adequacy and clarity of logistics and acquisition analysis processes based on daily application of the processes and Agency reporting requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Manage risk/opportunity identification, mitigation/capture planning, and overall risk and opportunity management process for PPS.
- Support Integrated Product Teams (IPTs) to identify risks and conduct root cause analysis.
- Develop programmatic risk and opportunity management plans for Paragon Professional Service Logistics & Acquisition team.
- Provide assessment, mitigation, and monitoring of programmatic risks and opportunities (technical, cost, and schedule).
- Conduct Strength, Weaknesses, Opportunities, and Threat (SWOT) analysis.
- Provide inputs for status briefings to leadership, outlining assigned programs, projects, problems, and recommended resolutions.
- Analyze trends in performance indicators to assist Government counterparts with managing Agency-level performance indicators, recommending corrective action, establishing lessons learned, and influencing the improvement of processes.
- Work with organizational managers, budget personnel, and Government (Agency) authorities to develop and gain approval for proposed projects.
- Evaluate and recommend programs and development plans, utilizing professional knowledge of multi-discipline logistics and acquisition.
- Support technical evaluation elements of market surveys conducted in conjunction with assigned projects and programs.
- Support Government counterparts regarding the adequacy and clarity of logistics and acquisition analysis processes based on daily application of the processes and Agency reporting requirements.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain Public Trust clearance
Certifications: DAWIA Foundational (formerly Level I or II) Equivalency in Program Management, Mission Operations Management, Logistics fields or ability to attain within 6 months of hire with approved customer deferral
Education: Bachelor's degree acquisition, logistics, business, or Leadership related field
Years of Experience: 6 years working in Logistics and DoD acquisition programs to include:
- Knowledge of program planning, scheduling, budget planning/formulation, and cost analysis
- Working knowledge of the Defense Acquisition System
- Working knowledge of project management/scheduling software applications such as MS Project and other automation tools
Preferred Experience:
- Experience working with DHS ICE
Experience:
- Risk management background valued; experience with Risk Exchange or other risk management tool is desired
- Knowledge of logistics and acquisition processes is valued
- Experience staffing documents for projects
- Experience in staffing funding, spend plan build development, market surveys, and technical evaluations is highly value
NECESSARY PHYSICAL REQUIREMENTS
Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.
DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
- This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.
WORK ENVIRONMENT
The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. 25% Travel may be required.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
