SUMMARY

Bering Straits Native Corporation, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Vice President of Proposal Management for BSNC. This position will lead the corporate proposal function, overseeing the development of high-quality, competitive, and compelling proposals across multiple business lines. This strategic leader will build and manage a centralized proposal team, define proposal processes and standards, and work closely with executive leadership, business development, and operations to align proposals with company goals and client requirements. The VP will drive continuous improvement and innovation in the proposal lifecycle to support growth across federal, state, commercial, and international markets.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Lead the development and implementation of a company-wide proposal strategy that supports multiple lines of business.
  • Partner with senior executives, business development leads, and capture managers to shape winning strategies.
  • Build, mentor, and lead a high-performing, scalable proposal team including proposal managers, and graphic designers.
  • Manage proposal schedule, pipeline forecasting, and resource planning.
  • Work closely with Contracts, Legal, Finance, HR, and Operations to gather inputs and develop compliant pricing and technical volumes.
  • Ensure proposals are aligned with corporate branding, messaging, and strategic positioning.
  • Serve as a trusted advisor to leadership on bid/no-bid decisions and proposal-related risk assessments.
  • Lead after-action reviews and lessons learned to refine processes and increase win probability.
  • Oversee end-to-end proposal development processes, ensuring compliance with RFP requirements and timely delivery.
  • Develop and execute capture strategies to win targeted business opportunities.
  • Analyze and assess customer requirements, market conditions, and competitive landscape.
  • Lead business development, proposal, and technical teams to develop compelling win themes and value propositions.
  • Build and maintain strong relationships with potential clients, partners, and stakeholders.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications

  • Bachelor’s degree in Business, English, Communications, or a related field (Master’s preferred).
  • 12 years of experience in proposal development with increasing leadership responsibility.
  • Proven experience managing large, complex, multi-volume proposals, preferably in government or commercial contracting.
  • Strong understanding of proposal lifecycle (Shipley, APMP, or similar methodologies).
  • Ability to lead in a fast-paced, deadline-driven environment with multiple stakeholders.

NECESSARY PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

WORK ENVIRONMENT

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
