SUMMARY
BSPS, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Operations Manager for overseeing Engineering, Test, Operational Support, and other associated DOD program requirements. Responsible for ensuring success of ongoing projects and procuring new work to grow Engineering, Test, and Operational IT and Satellite based engineering operations and other lines of business as required.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Oversee the incubation and growth of the BSPS Engineering, Test, and System Development lines of business with DOD partners
- Serve as Operations Manager overseeing DoD Test and Evaluation and all other Engineering projects
- Serve as senior contractor representative to government customers and lead teams of stakeholders
- Assist DoD customers in developing an Integrated Test & Evaluation and Engineering Solutions Strategies
- Subject Matter Expert overseeing the following operations:
- Planning & execution of major DoD Test Events and other Engineering requirements as necessary
- Develop and coordinate growth plans that include specific objectives, procedures, schedules, resource requirements and acceptance criteria
- Develop and lead special projects for customers as required
- Run Formal Test and evaluation events, which potentially result in Fielding Decisions
- Report, validate, and prioritize Deficiency Reports
- Ensure that version upgrades and urgent modifications receive appropriate testing in accordance with customer requirements
- Support planning, execution, analysis, and reporting on program activities
- Oversee development of documentation to include test plans and strategies, quick look, and final reports
- Develop and conduct weekly In-Progress Review Meetings as required
- Develop and implement integration architectures spanning multiple classified networks, voice and data requirements, and Joint Data Link/radar/satellite data netting
- Monitor overall operational readiness to include System and Network uptime and availability as required
- Design events focused on Joint Mission Environment, and Live-Virtual-Constructive capabilities.
- Oversee the development & implement data collection capabilities to include video/voice and truth and perception data.
- Responsible for out briefing all events, and briefing stakeholders, customers, and visitors
- Ensure Measures of Performance and Effectiveness within system capability thresholds and objectives
- Ensure training is within standard
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
- Ability to obtain and maintain TOP SECRET Clearance
- Bachelor Degree in Electronic Systems Technology and Business Administration fields
- 10 years’ experience with cyber, IT, and satellite concepts, practices, and procedures.
- 10 years’ experience in the field or in a related area.
- 10 years of proven working experience in project management
- 8 years’ experience developing comprehensive project plans
- 8 years’ experience developing and tracking budgets
Knowledge, Skills, Abilities, and Other Characteristics
- Familiarity with cyber, IT, data, intel, space and SATCOM offices
- Experience with JWICS, data, AI, data, and DEVSECOPS in the broader DOD space domain
Preferred
- Experience delivering cyber, data, and missile defense services across US Space Force.
- Experience developing cyber resource strategies, mapped out future cyber squadrons to defend space programs.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
